This employee performs a variety of duties in the Hazardous Sites Cleanup Program involving the investigation and cleanup of hazardous waste sites to ensure compliance with federal and state rules and regulations, policies and procedures governing the identification, investigation and cleanup of state and federal hazardous waste sites. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Examples of work to be performed include the following: Participates in both the State Act 108 and Federal Superfund programs. Participates in the development and review of procurement documents for the retention of consultants and contractors for remedial planning, design and/or construction activities at assigned State hazardous waste sites. Serves as a project officer to oversee and manage contractors retained by the Department to implement remedial planning, design and/or construction at assigned State hazardous waste sites. Serves as state site-specific project officer at Superfund sites. Provides advice and liaison with other regional DEP staff in the implementation of Remedial Actions at hazardous waste sites. Participates in the negotiation of contracts with private consultants and contractors for the implementation of remedial actions at State hazardous waste sites. Attends public meetings and otherwise supports community relations programs at Superfund sites. Provides liaison and coordination with EPA project officers at Federal Superfund sites. Participates in the evaluation of individual sites for the implementation of Interim Response actions. Participates in the Hazard Ranking System evaluation of sites for listing candidacy. Reviews and comments upon draft design documents, Work Plans, Remedial Investigation Reports, Feasibility Studies and other technical documents conducted at State and Federal sites. Provides liaison and support to legal staff and other Program staff for cost recovery actions and other legal actions at hazardous waste sites. Conducts periodic site visits to insure the proper implementation of Remedial Actions at Superfund sites. Participates in the review and quality assurance of Preliminary Assessments, Site Inspections, and Sampling Reports prepared by regional DEP staff and DEP or EPA consultants. Provides assistance, when required, to EPA and DEP staff in the implementation of Response Actions. Participates in the development of guidance, policy and procedures to be used by DEP program staff in the implementation of Interim and Remedial Responses. Conducts program evaluations and prepares reports on program effectiveness with suggestions for program improvement. Provides testimony for the Department before District Magistrates, Environmental Hearing Board, County, State and federal Courts, regarding assigned sites and duties. Participates with community relations staff in the development of responses to inquiries from the public, local officials, the press, and other interested parties. Submits required site reports in a timely manner. Contributes to and operates the Program's data management systems. Operates and maintains regional equipment and analytical instruments. Operates a motor vehicle. Conducts special projects and other duties as required. Adheres to DEP Policies including the Hazardous Material and Hazardous Atmosphere Safety Policy and NERO-ECP Safety Standard Operating Procedure. Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assists regional OETD representative by attending site visits and training assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with the regulated community. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
