Under the direction of the Section Chief, this position is responsible for providing engineering support to: (1) the Pennsylvania Infrastructure Investment Authority (PENNVEST) Program primarily for the implementation of drinking water system design and construction projects and (2) implement drinking water and wastewater system construction projects funded with other grant program funds. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. GENERAL PROGRAM IMPLEMENTATION The incumbent will perform a variety of work assignments and tasks that will require interpretation and application of standard engineering techniques, procedures, and guidelines using judgment in making adaptations and modifications as necessary. The incumbent will be expected to complete routine work in an independent fashion. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Reviews feasibility studies, corrective action plans, funding applications, change orders, engineering plans and specifications and contract documents for complex drinking water, and wastewater treatment construction projects. Serves on statewide workgroups to study engineering or programmatic issues for the PENNVEST Program or other grant programs. Conducts meetings and provides training to DEP staff and the regulated community as it relates to the design, construction and financing of PENNVEST projects. Assists in developing and coordinating studies and surveys, methodologies and procedures with EPA, other states, and other local and state agencies to assess drinking water, non-point source, stormwater and wastewater needs of the Commonwealth. Attends training to develop skills needed to complete these duties and responsibilities. Travels to various field sites throughout the state, occasionally on an overnight basis. PENNVEST PROGRAM Develops engineering guidance, policy and procedures and regulations for the implementation of the PENNVEST Program. Assists regional staff in the implementation of project management responsibilities for the PENNVEST Program. Prepares the PENNVEST project ranking report for each PENNVEST board meeting, coordinates project rating and review committee meetings for statewide ranking consistency, works with the Regional Office program staff to ensure compliance with federal and state requirements for the ranking of projects, works with PENNVEST for effective pre and post board meeting project funding list management and updates PENNVEST website for project ranking status. Maintains and updates PENNVEST database and prepare reports on as needed basis. Prepares and maintains the Drinking Water Project Priority List (PPL) based on project priority and funded project list. Coordinates the Drinking Water Needs Survey done every four years to ensure eligibility for federal State Revolving Loan Fund grants. Works with EPA, regional staff, interns and EPA contractors to complete this initiative. Completes comprehensive reviews and evaluations of project files and documentation maintained by the Regional Offices to ensure consistent implementation of the PENNVEST Program and compliance with federal and state program requirements. Reviews PENNVEST project applications for Architectural and Engineering procurement compliance when applicable.
