Position Purpose:

This position provides supervisory direction in the activities of maintenance and trades workers engaged in the maintenance, repair, and construction of state forest roads, facilities and equipment in the areas of Rothrock State Forest as assigned by the Assistant Forest Manager. Acts as an assistant to the Right to Know coordinator for the District.

Description of Duties:

Supervisory Duties

1. Supervises operation, maintenance, and repair of equipment, and the construction and
maintenance of forest roads and facilities.
2. Plans, organizes, schedules, and assigns work.
3. Receives grievances and complaints, conducts investigations, and resolves or
recommends solutions.
4. Interviews prospective employees and recommends employee selection.
5. Reviews and approves or disapproves leave requests. Interprets contractual and
administrative rights and obligations.
6. Demonstrates work techniques, discusses safety precautions and hazards, and ensures
safety procedures are followed, and conducts safety training.
7. Prepares rough sketches for projects, determines the need in terms of manpower,
equipment, and supplies.
8. Reviews subordinate time sheets.
9. Prepares reports on forest maintenance activities.
10. Prepares cost estimates for maintenance and minor construction activities.
11. Obtains bids for contractual services and recommends vendors.
12. Prepares, reviews, and corrects automotive equipment reports.
13. Recognizes and corrects safety hazards and unsafe work practices within the work
unit, as outlined in the Bureau's safety manual.
14. Supervises temporary work program employees.
15. Supervises the maintenance of State Forest picnic areas which include latrines, pavilions, picnic tables and signs.


Maintenance of State Forest Facilities

1. Plans, schedules and supervises the repair and maintenance of State forest roads, culverts and bridges.
2. Plans, schedules and supervises the periodic maintenance of state forest boundary
lines.
3. Reports boundary line deficiencies, missing corners, and survey needs to Forest
Assistant Manager
4. Maintains a neat, clean workshop at division headquarters.
5. Supervises the maintenance of forest recreational trails by ensuring the repainting
of trail blazes, removal of windfalls and deadfalls, the construction of and
maintenance of water diversion controls, and the maintenance and installation of
appropriate signage
6. Serves as a State Forest Officer.
7. Supervises the maintenance of carved letter road and trail signs including sanding,
staining and lettering.
8. Provides annual sign needs to Forest Assistant Manager, acquired from the Penn
Nursery Wood Shop
9. Supervises the maintenance of snowmobile roads, trails, signs and parking areas.
10. Supervises the maintenance of state forest picnic areas and related facilities.
11. Supervises the maintenance of overlooks and vistas.
12. Attends trainings and meetings as required.
13. Evaluates maintenance and repair needs of District buildings and reports them to the
Forest Assistant Manager.
14. Supervises District building maintenance and repairs
15. Plans, schedules, and supervises the annual cleaning of road culverts and ditches
16. Plans, schedules, and supervises the annual maintenance of the driving surface of
state forest roads (unimproved dirt, improved dirt, and blacktop roads) – as
District funding permits
17. Annually evaluates state forest roads and reports aggregate needs to Forest
Assistant Manager
18. Annually evaluates state forest road culverts and provides replacement needs to
Forest Assistant Manager
19. Plans, schedules, and supervises the installation and replacement of road culverts
20. Ensures safe and open travel on the District state forest road system and
recreational trail system
21. Ensures the visibility of road and trail signs by supervising the periodic removal
of vegetation and periodic maintenance or replacement
22. Plans, schedules, and supervises vegetation management along state forest road and
recreational trail system
23. Schedules and supervises maintenance and repairs of district deer fences.


Vehicles and Equipment

1. Ensures the proper maintenance and operation of equipment and vehicles
2. Plans and schedules major equipment repairs with the Forest Assistant Manager and the
Automotive Mechanic
3. Reviews and completes monthly automotive reports
4. Maintain various maintenance records and reports on assigned equipment.
5. Communicates to Forest Assistant Manager and Automotive Mechanic vehicle and
equipment repair needs
6. Requests and specs out annual vehicle and equipment needs to Forest Assistant Manager
7. Occasionally operates heavy trucks over 26,001 lbs. GVW and combinations over 10,000
lbs. when assisting equipment operators or when an equipment operator is not
available.
8. Occasionally operates crawler loaders, dozers, backhoes, and other heavy equipment
when assisting equipment operators or when an operator is not available

Fire Protection

1. Supervises employees and fire crews in fire suppression activities.
2. Supervises employees in fire patrol and smoke chasing.
3. Assists in training employees and crews in fire suppression.
4. Conducts suppression activities on wildland fires as required hauling men, supplies
and equipment, work on fire line, and mop-up work.
5. Assist in fire prevention and pre-suppression programs and activities
6. Supervises and assists with the operation, repair and maintenance of firefighting
equipment
7. Assists as directed in prescribed fire activities

Follows general work outline as per this position description. Work is assigned in the form of seasonal plans, projects to be completed, and assigned tasks. The supervisor exercises considerable freedom in planning, scheduling and assigning work. Work is reviewed periodically and upon completion by Forest Assistant Manager through reports, conferences and personal observation for quality, completeness and attainment of program goals and objectives.
