Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The purpose of the Business Services Representative (BSR) is to increase employment opportunities and retention of OVR customers by promoting OVR services to businesses, stakeholders, and potential customers. As a forward-facing role, the BSR serves as the Single Point of Contact (SPOC) for local employer partners, while helping the Vocational Rehabilitation Counselor (VRC) connect OVR customers to available jobs. The work completed by the BSR is intended to build positive relationships with local employers and stakeholders to help fulfill OVR’s mission of assisting Pennsylvanians with disabilities to secure and maintain employment and independence.

Description of Duties:

Business Services Representative duties and responsibilities fulfill the position purpose above and include the following:

Functions as liaison between employer, providers, and district office staff in support of established district office programs and customer placement opportunities.

Maintains employer relationships established by VRCs and other VR staff (including DO managers, central office personnel, etc.) through regular contact via phone, email, virtual and in-person meetings.

Promotes OVR employment programs and other employer work incentive programs to employers, providers, and district office OVR staff. This will involve sharing information and other resources. Example of work to include: promoting On the Job Training (OJT), apprenticeships, paid work experiences, supported employment, etc.

Based on district office needs and under supervisory direction, outreaches to prospective and existing OVR service providers to promote service options available to OVR customers. This includes sharing provider enrollment information and connecting with appropriate district office staff.

Serves as employer and provider Single Point Of Contact (SPOC) for OVR customer hiring initiatives and statewide programming.

Prepares and updates informational materials used for outreach activities.

Provides Disability Awareness Training and shares ADA Accessibility information with providers and employers.

Assists businesses and VRCs with pre-screening qualified candidates with disabilities for specific jobs. This will include assessing and sharing the hiring needs of employers with VRCs to help identify potential applicants.

Shares and promotes virtual resources and online job search tools to employers and providers (ex. Talent Acquisition Portal (TAP), PA CareerLink, SkillUp, etc.).

Plans, promotes, and/or participates in job fairs, hiring events, and NDEAM events in collaboration with other OVR staff.

Develops and maintains relationships with local CareerLinks and other agency partners as assigned.

Tracks outreach activities in accordance with central office and district office procedures.

Represents district office by joining and maintaining memberships with local employment organizations such as: local Society for Human Resource Management chapters, Business/Trade Associations, local Chamber of Commerce organizations, and others as assigned.

Collaborates across all bureaus in shared territories to ensure cross-bureau representation and inclusion in events, initiatives, and sharing of pre-screened candidates with employers.

Researches employment trends, employment barriers, and other information to assist VR staff and to conduct local business outreach in high-need occupations.

Collaborates with OVR business services staff including BSOD and other DO business services staff.

Facilitates job readiness trainings and job clubs for combined BVRS/BBVS OVR customers.


Utilizes electronic case management system (i.e. CWDS) and available standard reports such as the Talent Pipeline Report. This includes accessing and/or entering data electronically to help VR staff identify potential job applicants to meet hiring needs.


Travels in and out of district to carry out assigned duties.

Generates correspondence as needed.

Performs other duties as assigned.

Decision Making:

Works with VR staff across bureaus to link employers and pre-screened OVR customers.

Determines the appropriate OVR services necessary to meet the needs of employer partners.

Identifies and resolves potential problem situations in a timely manner or brings to the appropriate staff person for resolution. This may include customer, provider, and employer complaints.

Independently arranges schedule and travel plans.
