Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The State Facility Director functions as the Chief Executive Officer for the State Center and is responsible for all services provided at a State Center on a twenty-four hour per day, seven-day per week basis. Work includes the development and implementation of services consistent with the philosophies and practices of the Department of Human Services, Office of Developmental Programs and Bureau of State operated Facilities. To this end, the State Facility Director must ensure all Center services promote the health, safety and well-being of the people they support. Ensuring that all people have the supports they need to achieve their personal life goals; all services are accountable to the service population in a person-centered manner while creating a positive work culture that is conducive to supporting the mission and vision while maintaining compliance with the regulatory, budgetary, and collective bargaining demands. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Develops and implements policies and procedures consistent with the philosophies of Everyday Lives and self-determination which comply with federal, state and departmental regulations, in order to provide consumers with a healthy and safe living environment and opportunities to direct their own lives. Ensures consistent implementation of policies and practices that promote the health and safety of individuals and affords each with privacy, dignity and protection of their civil rights and actively supports their relationship with family members and friends. Manages health care personnel in a manner consistent with best practices to ensure the provision of quality health care to all individuals. Ensures all programs and services provided give consumers control over their lives and provide opportunities for choice, growth and development of skills while ensuring health and safety and are consistent with person-centered philosophies through the implementation of individualized person-centered plans. Ensures the facility is managed in a fiscally sound manner within budgetary expectations and allocations by managing complement and overtime, operational expenditures and reorganizing facility functions, as necessary, in order to achieve the highest level of fiscal accountability. Directs the development of the Center’s quality management program that is integrated with the philosophies and expectations of the Bureau of state Operated facilities and ODP Quality Management division order to effectively measure the effectiveness of services provided at the Center and implement necessary systems changes to remedy deficiencies and to improve services. Ensures the Center proactively participates in the community planning and transition process for all involved individuals by participating directly in appropriate meetings and ensuring the participation of the appropriate Center staff and managing issues that may arise in order to facilitate successful community transition for each individual. Creating and maintaining a positive workplace by maintain direct interactions and communication with staff and individuals by visiting living areas on all shifts, engage in Center activities and participate as a leader/member of the facility team. Conduct forums for staff and the people living in the center to share the mission, vision and direction of the Center and to gather thoughts regarding the facility operations. Maintains a positive work environment for staff including a cooperative partnership between labor and management. Assuring compliance with collective bargaining agreements that impact the staff at the facility. Facilitates open communication throughout the facility and with outside groups. Ensures staff maintain current knowledge in their field by promoting attendance at both internal and external training opportunities, maintaining a facility training plan and program that provides required training for employees to complete and offers programs to develop staff skills in all areas necessary to meet the needs of consumers. Training programs must also present new and promising practices in the field while offering a resource area with current and applicable books, journals and periodicals. Directly monitors facility operations across all three shifts, weekends and holidays by spending time in living, program, business and support areas observing operations and talking with residents and all levels of staff. Ensures that supervisors and managers take an active supervision approach to leading the center. Ensures reports are prepared and submitted as planned to the Board of Trustees, Central Office and other agencies, groups and governmental units, in accordance with established procedures, in order to supply those entities with appropriate data and information. Participates with Regional Program Managers and County Administrators in developing long and short-range goals for maximizing community services to people with developmental disabilities. Maintains a working relationship with the parent/family group or association and with local and state advocacy groups. Works with peers to develop standardization practices to ensure quality of care. Supports and is actively committed to on-going leadership development of the division directors, managers and supervisors of the center to create and maintain a positive work culture. Participates actively as a member of the ODP and BSOF Executive staff. Travel to work related meetings, conferences, training occurs routinely on a monthly basis. |
