This position includes entry level environmental engineering tasks for the planning, design, and construction of water and wastewater improvement projects on Pennsylvania State Park and Forest lands. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Employee performs a variety of environmental engineering duties associated with the design, construction, rehabilitation, maintenance and inspection of drinking water and wastewater infrastructure projects on Pennsylvania State Park and State Forest lands. Assists with design engineering tasks for single- and multi-discipline construction projects, including repair, alteration, renovation, and capital improvements for drinking water, wastewater, and bathing place facilities on DCNR lands. Consults with supervisor on project priorities, long- and short-range goals, objectives, and priorities, project proposals, design parameters and proposed solutions, and anticipated outcomes to ensure departmental and programmatic goals are achieved. Assists in preparing and reviewing design drawings, specifications, design calculations, quantities, cost estimates, and related design, permit and contract documentation. Compiles construction contract documents within a cohesive package for bidding. Assists in completing and preparing engineering design plans involving the treatment, discharge, disposal, collection and conveyance of water and wastewater infrastructure systems on DCNR lands. Assists in the preparation of permit applications for construction, modification, and operation of water systems, sewage systems, swimming pools, and other water and sanitary management facilities. Permit applications include, but not limited to, NPDES Permit Applications for Major and Minor Sewage Facilities, Water Quality Management (WQG-01, WQG-02), Sewage Facilities Planning Modules, Public Bathing Places, Public Water Supply, Noncommunity Water System Application, Sludge Disposal, Highway Occupancy, and Chapter 102 Erosion & Sediment Control, and Chapter 105 waterways and wetlands, and U.S. Army Corps of Engineers Section 404 permitting. Assists in conducting environmental engineering field and in-office engineering services in the survey, design and evaluation of water and wastewater infrastructure on DCNR lands. Conducts field work including the collection of GPS survey data, field measurements, topography, aerial mapping, land survey, soil sampling, percolation testing, water sampling, and stream and wetland identification surveys. Conducts PNDI searches for DCNR projects and executes desktop reviews and field surveys for PNDI listed species. Coordinates all necessary concurrence and clearances through federal and state partner agencies. Prepares letters, reports, and correspondence to exchange information with regulatory agencies such as the Army Corps of Engineers, Department of Environmental Protection, Game Commission, and Fish and Boat Commission. Provides support to construction management staff; attends construction job conferences; reviews active construction work; determines compliance of construction work with contract documents; reviews and approves construction submittals for materials, products, and equipment; reviews and responds to construction requests for information; reviews and advises on construction change order requests; and assists with final construction inspections, punch list development, and occupant training. Provides technical support and guidance to Department staff on water, wastewater, and bathing place design, construction, permitting, and operation issues; including, receiving questions, requesting needed clarification, researching the issues, visiting field locations to review the issues, developing possible solutions, reviewing questions and solutions with supervisor, preparing documentation describing the solutions, and distributing solutions. Assists Department facility operators with system problems and permit modifications; possess knowledge and understanding of the microbiological and chemical processes that occur in water and wastewater biology; understands sampling methods and testing results; and interprets DEP and EPA rules and regulations and communicates requirements to Department staff. Assists in conducting facility and project inspections during construction and after completion to determine adherence to engineering design plans and specifications. Assists in the design, construction, and rehabilitation of water and wastewater systems, on-lot sewage systems, ground water and surface water systems, water and sewage impoundments, collection and conveyance systems, wastewater treatment plants, water treatment plants and public bathing places. Assists in developing and researching policies, procedures, standards and guidance documents with environmental engineering components. Assists in studying treatment processes and control technology in order to evaluate pollution potential and control equipment effectiveness. Reports on project and assignment statuses in verbal, written, graphical, and electronic form as required and requested; responds to inquiries from supervisor in a timely and accurate manner; meets with consultants, agency project representatives, and the public to discuss project issues; presents project and other environmental engineering content in formal and informal settings; and satisfactorily completes assigned projects and goals. Performs work using CAD and any available computer automated system to develop contract drawings and specifications and will supervise drafting and other personnel of technical matters Informs and provides information to park managers, foresters, and engineers on environmental concerns. This work mainly includes construction projects that take place within streams, waterways, and wetlands Supports the Department’s sustainability and climate change adaptation programs and ensures all projects adhere to Department-prescribed sustainability standards including LEED certification or any other green building certification program deemed appropriate. Supports the development of statewide goals, objectives, and priorities related to DCNR’s resource conservation, sustainability, energy efficiency, climate change adaptation and resiliency, clean water, recreation, and other departmental initiatives and priorities through planning and design of associated infrastructure projects. Assists in negotiating with water authorities, sewer authorities, utility companies, local officials, and other individuals or organizations involved with or impacted by the Department’s water, wastewater, and bathing place infrastructure. Plans and conducts research into current and emerging trends, issues, methodologies, and techniques involving water systems, wastewater systems, swimming pools, other water and wastewater management facilities, recreation planning, and natural resource conservation. Represents the Department and Bureau on committees, task forces, and ad hoc groups. The work of this position is performed under the direction of the employee’s supervisor. This job description is not all-inclusive. The employee in this position will be required to follow any other job-related instructions and to perform any other job-related duties requested by the employee's supervisor. *If this position is filled as an Environmental Engineering Trainee, there is a 12-month training period, during which time the incumbent will be trained to perform the duties of an Environmental Engineering Specialist. The work products are reviewed by the supervisor, before being issued or released. |

Develops project scopes based on interaction and coordination with agency project representatives, codes and regulations, and DCNR’s policies, initiatives, and recreational and conservation program goals. Makes independent decisions related to design concepts and approaches, interpretation and application of regulations, policies, procedures, and standards for environmental engineering design and construction, required level of construction document detail, construction permit requirements, adequacy of available funding, and resolution of design and construction issues to facilitate project completion. Reviews consultant work order proposals for compliance with Professional Agreement terms and project scope requirements and approves work orders as appropriate. Reviews consultant invoices and approves for payment based on determination of work completed to-date. In consultation with supervisor, establishes schedules to advance multiple projects of varying degrees of complexity and priority at the same time. Incumbent researches all project construction activities and related environmental impact and recommends strategy consistent with current regulatory standards for achieving minimal negative impact. Incumbent's decisions and concurrence with staff on matters of environmental concern and biodiversity are critical to timely project completion. |
