Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The purpose of this position is to plan, direct, and evaluate strategic marketing initiatives that promote the Pennsylvania Game Commission’s mission through targeted marketing and research-driven strategies. Strategically aligning marketing initiatives that promote agency programs and services and to help maintain and increase the sales of hunting and furtaking licenses.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Develops and Oversees Marketing Strategies:
Develops and implements strategic marketing plans with specific goals to increase participation in hunting, trapping and wildlife-related programs with a specific focus on the sale of hunting and trapping licenses and permits.

Conducts marketing research to identify target audiences, their needs, preferences, and sensitivities related to key issues.

Measures the effectiveness of marketing initiatives through surveys, focus groups, and performance metrics. Coordinates this work through the Agency’s Human Dimensions Coordinator.

Regularly analyze license sales reports and Agent effectiveness reports, received from the License Division to identify trends, weaknesses and areas of opportunity for growth.

Measures the effectiveness of marketing initiatives through reports provided by the License Division showing trends and/or growth in license sales.

Analyzes research findings and trends to formulate recommendations that guide marketing decisions.

Project and Contractor Management:
Develop proposals, agreements, work plans, purchase orders, and contracts for a variety of marketing services and products

Drafts scopes of work for third-party contractors to ensure accurate, effective communication of the Commission’s mission

Provides recommendations and directives to contractors regarding ongoing refinements to marketing materials, messaging and strategies.

Coordinates the design, development, and delivery of marketing products and services tailored to identified audiences.

Division Leadership and Administration:
Supervises and manages Marketing Division staff, including assignment of work, performance evaluation, coaching, and professional development.

Oversee daily operations of the Marketing Division, ensuring alignment with agency priorities and programmatic needs.

Provides inter-agency coordination and strategic marketing support for Agency initiatives.

Program Support and Cross-Agency Communication:
Creates and oversees marketing efforts that promote Commission programs and public engagement opportunities.

Coordinates with the Communications & Legislative Office to ensure alignment with the Agency’s key messages and legislative priorities.


Coordinates the development and distribution of marketing materials to support Agency outreach and educational events, where it has been identified that such materials are necessary

Ensures the ongoing evolution of the Commission’s marketing approaches through continuous research, evaluation, and stakeholder feedback.

Measures the effectiveness of marketing initiatives through surveys, focus groups, and performance metrics.

Performs other related duties as required.


Decision Making:

Independent Decisions:
Determines appropriate marketing strategies, tools, and channels for promoting hunting-related products and public engagement programs.

Prioritizes division resources, assigns staff tasks, and sets timelines for marketing projects

Approves creative concepts and preliminary materials before external distribution.

Resolves routine operational problems within the Marketing Division.

Decisions Referred to Supervisor:
Decisions involving major budget commitments or long-term contractual obligations.

Approval of high-visibility and/or sensitive marketing initiatives.

This position reports to the Director of Marketing and Strategic Communications

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Position-specific requirements should be consistent with a Special Requirement or other criteria identified in the classification specification covering this position. Experience:

PREFERRED EXPERIENCE:
Professional experience in marketing, public relations, strategic communications, or a related field.
Experience in project management, contract management, or vendor oversight.
Experience conducting or interpreting marketing research, surveys, audience analyses, or market trend assessments.
Experience supervising staff preferred.
Familiarity with conservation, wildlife management, or outdoor recreation industries preferred but not required.
Familiarity with hunting and trapping preferred but not required.

LICENSES, REGISTRATIONS, OR CERTIFICATIONS:
1. PA Child Abuse History Certification from DHS (PA CHILD ABUSE)
2. Pennsylvania State Police Criminal History Background Check (PSP); and
3. DHS Finger-based FBI Criminal History Background Check (DH SFBI).
Employment clearances must be renewed every sixty (60) months.
