The position manages the New Source Review Section, which has the responsibility for implementing the Department’s Air Quality New Source Review, Reasonably Available Control Technology, Air Quality State Only, Title IV and Title V Permitting programs in the Northcentral Region. Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in the New Source Review Section in implementing the Plan Approvals, State Only and Title V Permitting programs in complex as well as simple cases. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Supervision Assigns applications to permit reviewers ensuring proper workload distribution. Reviews Record of Decision (ROD) and make recommendations to Program Manager. Suggests new General Permits (GP) that would reduce workload and improve processing. Manages permit process within section to ensure goals and objectives are met. Follows Standard Operating Procedures (SOPs). Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in processing and reviewing applications submitted for plan approval to construct, modify or reactivate air contamination sources and/or to install air cleaning devices upon air contamination sources, including those sources and devices of the most complex and complicated requirements as the Federal Prevention of Significant Deterioration (PSD) regulations, the Department’s New Source Review (NSR) regulations and the National Emission Standards for Hazardous Air Pollutants (NESHAPS)and the Maximum Achievable Control Technology (MACT) regulations apply. Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in processing and reviewing permit applications submitted for State Only, Title IV and Title V facilities. Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in processing and reviewing "Minor Operating Permit Modifications" and "Significant Operating Permit Modifications" for State Only, and Title V Operating Permits. Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in processing and reviewing Administrative Operating Permit amendments for State Only and Title V Operating Permits. Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in evaluating plans submitted by the regulated community, which identify the control technologies, and/or procedures proposed to comply with the Department’s Reasonably Available Control Technology (RACT) requirements. Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in evaluating "minor significance" requests submitted for exemptions from plan approval requirements and from Air Quality State Only and Title V Operating permit requirements. Evaluates job performance, manages leave requests, approves expense vouchers, enforces work rules, implements disciplinary action, etc. with respect to the Air Quality Engineering Specialists and Air Quality Engineers employed in the New Source Review Section. Reviews and evaluates training needs of subordinates. Proposes training plan for subordinate staff. Supervises the activities of Air Quality Engineering Specialists and Air Quality Engineers in evaluating emission reduction credit (ERC) registration requests and plan approval applications proposing the use of ERCs for conformance with the Department’s regulations pertaining to the generation, validation and use of ERCs. Plan Approvals Contacts and/or meets with and advises prospective applicants of the existence of the various regulatory requirements pertaining to the implementation of the New Source Review permitting program and their significance with respect to any air contamination source construction, modification, reactivation and/or air cleaning device installation which the prospective applicant may be considering. Prepares and forwards to prospective applicants plan approval application packages especially tailored to the specific air contamination source construction, modification, reactivation and/or air cleaning device installation which they are considering including a clear and comprehensive explanation of any of the complex regulatory requirements (PSD, NSR, NESHAPS, etc.) which may apply. When New Source Review Section engineering staff is overloaded, performs reviews of select applications submitted for plan approval to construct, modify or reactivate air contamination sources and/or install air cleaning devices on air contamination sources for conformance with applicable regulatory requirements, sound engineering principles and practices and current administration policy. This includes communicating with, and obtaining additional information from, applicants when the respective plan approval applications are incomplete or in need of clarification. This also includes the preparation of application review memos and plan approvals. State Only, Title IV (Acid Rain) and Title V Operating Permit Programs Meets with permit applicants and the public to explain the Department’s program for implementation of the State Only, Title IV and Title V Operating Permit program. Conducts seminars to explain application procedures and compliance requirement to the regulated community. Prepares and maintains permit tracking system for all new applications. Assigns review of new State Only Title IV and Title V Permit applications to staff Air Quality Engineering Specialists. Studies processes, their air pollution potential, control equipment and, if necessary, conducts research to collect all relevant information to evaluate the effectiveness of the control equipment. Reviews the calculation of contaminant potential and actual emissions, using material balance data or emissions factors and compares with allowable emissions calculated from the standards set forth in the Department's Rules and Regulations to determine if the facility will be in compliance. Reviews the prediction, if necessary, of the ground level concentration of various pollutants from the processes, using computerized dispersion model techniques and compares with Ambient Air Quality Standards. Reviews and endorses or rejects State Only, Title IV and Title V Permits drafted by Air Quality Engineering Specialists and Air Quality Engineers and assures that the requirements of Title I, Title III and Title IV of the CAAA are incorporated therein. Reviews and endorses or rejects the reports by staff Air Quality Engineering Specialists and Air Quality Engineers of comprehensive inspections of facilities and associated air cleaning devices. Such operating inspections are to verify conformance with the State Only, Title IV and Title V Operating Permits and compliance with applicable Federal and Department Rules and Regulations. Coordinates the receipt and processing of annual emission statements and operating permit fee collection as required by the Clean Air Act. Reconciles emission differences between emission statements, Title V applications and AIMS. Coordinates the public participation requirements of the State Only, Title IV and Title V operating permit program including notices to other affected states, U.S. EPA and the general public. Provides guidance to staff as required with emphasis on pollution prevention and compliance assistance. Coordinates, among the air contamination source owner/operator, the testing consultant and the Stack Testing Section, all activities relating to the performance of source tests. Provides assistance to the Environmental Program Manager and performs special technical and administrative assignments, including reviews, analysis of regulations for regional impact, coordination of public relation activities, and the preparation of special technical and administrative reports. Reasonably Available Control Technology (RACT) Contacts and/or meets with and advises potentially subject facilities of the RACT requirements and significance of these requirements to their facilities. Prepares/revises RACT plan approvals and operating permits for RACT reviews performed by the Bureau of Air Quality's Division of Permits. Prepares newspaper and Pennsylvania Bulletin notices for RACT public hearings. Conducts public RACT hearings as presiding officer and analyzes and responds to comments received during such hearings. Permit Tracking Creates and updates records in the eFacts tracking system and otherwise monitors and tracks all permitting activities performed with respect to the New Source Review Reasonably Available Control Technology, and State Only, Title IV and Title V permitting programs. Enforcement Provides technical advice to legal counsel and Compliance Specialist and, when necessary, provides testimony in Environmental Hearing Board and court proceedings. Recommends enforcement actions for regulation violations relating to the Department's Air Quality New Source Review, State Only, Title IV, Title V, and Reasonably Available Control Technology permitting programs. When requested, assists Operations Chief in negotiating a solution to the problems, which caused regulation violations as well as a settlement of the violations. Ensures accurate and timely notice to Operations Section of NOV issuance for entry to eFACTS. Provides technical advice to legal counsel and compliance specialists and when necessary, provides testimony in Environmental Hearing Board and Court proceedings. Recommends enforcement actions for regulation violations relating to the Department’s Air Quality State Only, Title IV, Title V, and New Source Review Permitting programs. Conducts meetings with Operations Chief and Facilities Permitting Chief to advise them of New Source Review Section activities, which impact the performance of their duties. Provides assistance to members of Regional Operations and Facilities Permitting staff in understanding the technical aspects and properly interpreting the regulatory requirements pertaining to the implementation of the State Only, Title IV and Title V Permitting program. Management and Supervision: Ensures timely and proper time sheet in ESS and approves Alternate Work Schedules. Approves requests for leave and monitors use of leave and approves Travel Expense Vouchers in accordance with regional and Department Policies and Procedures. Monitors New Source Review Section staff overtime records. Develops performance objectives and standards for staff. Prepares Performance Evaluation Reports and discusses performance with subordinates and reviews with Program Manager. Coordinates with the regional personnel contact the posting of jobs to be supervised by the Environmental Engineer Manager. Interviews candidates, recommends a selection for employment and supplies supporting documentation for the candidate's employment. Confers with regional personnel contact regarding appropriate disciplinary action after consultation with Program Manager. Reviews, investigates, resolves and recommends solutions to grievances and complaints. Interprets union contract and administrative rights and obligations for subordinates, in accordance with agency direction. Prepares training and development plans for staff. Trains new members of the Regional Facilities Permitting staff. Other Duties: Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Provides assistance to members of Regional Operations and Facilities Permitting staff pertaining to the implementation of the New Source Review, State Only, Title IV, Title V, and Reasonably Available Control Technology permitting programs including complex regulations such as PSD, NSR and NESHAPS. Trains new members of the Regional New Source Review staff. Reviews recently promulgated regulation changes and policies to assure an up-to-date knowledge of current requirements. Reviews proposed regulation and policy changes to provide the administration with intelligent, knowledgeable feedback regarding the wisdom of implementing the respective changes. Attends Department and EPA sponsored training courses to develop and maintain the technical background required to evaluate air contamination sources and air pollution control equipment. Reviews books, journals and articles to maintain technical expertise in the air pollution control field. Participates in public speaking engagements and other public relations endeavors. Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OETD by attending site visits as assigned. Provide pollution prevention and energy efficiency information during the course of daily relationships with regulated community. Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. Program goals and priorities are assigned by the regional environmental program manager. Periodic meetings are held to discuss important aspects of the program, significant case activity, and to review the general status of program activities in the region. The environmental program manager does not assign specific work activities or schedules, but outlines program goals and objectives, which are then fulfilled by the staff. Special projects are reviewed by the environmental program manager. Performance is reviewed at least annually as directed by the Commonwealth’s Employee Performance Review system. Supervisory position Supervision is performed using a continuous, ongoing oversight method. Work assignments are made with consideration to technical expertise and required level of independent decision making in the selection of what steps must be taken to complete the assignment. Similar procedures are followed in the processing of operating permit applications. Employee works independently with very little direct supervision. Supervision is exercised via progress reports and one on one meet and discuss sessions. Work is completed with a considerable degree of independence. The supervisor does not typically establish deadlines, beyond those mandated by Bureau or Department policy, or conduct scheduled reviews of my performance but rather monitors performance on a continuous, ongoing basis. Provides professional engineer (P.E.) oversight of Air Quality program engineering review of permit applications, reports, or other submittals that are submitted to the program. |
