Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Pennsylvania Public School Employees Retirement System (PSERS) serves over 500,000 active and retired public-school employees through its defined benefit and defined contribution plans. The agency has nearly 350 employees who serve at varying capacities including: customer service representatives, benefits processers, accountants, and investment and information technology professionals. BIT is responsible for planning, coordinating, administering, and implementing information technology services in accordance with PSERS’ strategic plans, goals, objectives, and priorities. There are two Divisions in BIT. The Business Application Division is responsible for application development, administering the electronic document management platform, application access, and data batch processing for the agency. The Infrastructure and Technical Services Division is responsible for administering all IT infrastructure, providing technical support, and serving as the IT Service Desk for the agency. This position is within the Electronic Document Management Section in the Business Application Division (BAD) of the Bureau of Information Technology (BIT). The position is responsible for supporting the agency’s imaging system, scanning software, and the master document inventory for PSERS mission critical pension application. The position provides all of the following: technical support including upgrades imaging and scanning software; imaging and scanning problem detection and correction; imaging system user access security assignment and maintenance; agency document type assignment and inventory; imaging workflow program creation and maintenance; imaging system configuration and monitoring; research and development of needed imaging/archiving related technologies for things like OCR/ICR; and data recovery guideline development. While performing these functions, interactions with contractors as well as with staff from all parts and all levels of the agency will be needed. As such, this position requires very strong communication and documentation skills as well as the ability to work with a high level of independence. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. *This position serves as Imaging System Administrator and as such performs deployment, installation, planning and support functions. This position performs administrative and consultative work advising staff on capabilities and limitations of available information technology and provides expertise and leadership for all phases of the comprehensive Imaging storage and retrieval system. *Performs deployment, installation, planning, monitoring, administration, and support of the Scanning Capture and Analytics applications. *Provides expertise and consultative work to consult with and advise staff, vendors and consultants of issues, problems, solutions, capabilities and limitations of imaging and scanning technologies. *Provides problem investigation and correction for all areas of the Imaging and Scanning Capture and Analytics software. *Serves as Scanning Capture and Analytics System Administrator. *Researches, creates, tests, and deploys needed interfaces between the imaging and scanning systems and agency business applications. *Assists management with research and developing solution recommendations for new technology needs such as OCR/ICR. *Creates, maintains, and monitors imaging workflow solutions. Reviews and recommends changes in business process forms and routes in the PSERS document imaging system. *Monitors imaging error and work queues. *Processes user imaging security access requests and archives the requests for auditing purposes. Updates the design of the security access request form as needed. *Develops and maintains SQL queries for troubleshooting and imaging interface reconciliation. *Creates and maintains document types in the Pension Application and the Central Document Database for agency business documents and forms *Develops image quality and audit reconciliation reports. Reviews and fixes any image inconsistencies and errors found on these reports. *Develops and modifies Document Validation Scripts, Workflow programs and Imaging Scripts. *Prepares specification/requirements documentation to be used in the acquisition process for scanning and imaging solutions and maintenance. *Assists in the development of the IT budget by providing projected cost figures and future solution requirement options. *Daily, manages Pension Application documents by deleting business‑requested documents, creating print logs, scheduling paperless and print documents, and routing selected documents through the Document Management system for printing and mailing. *Provides administrative, maintenance support, and develops standards and procedures for the agency Document Management system. *Coordinates the testing of all document configurations and programming changes by working with consultants, BIT staff, BAC, and business unit experts to ensure all changes are thoroughly tested prior to implementation. This also includes coordination of test scanning and delivery of test printing to the users. *Prepares material and provides training or assistance on various administrative tasks, such as the document process and scanning process. *Provide level 2 help desk support for programs/systems within imaging and scanning area of responsibility. *Provide level 1 and 2 help desk support for issues submitted for document processing. *Since the person in this position is a system administrator, overtime will be necessary to perform system maintenance and some operational duties. *This position is identified as essential level 2. It supports a critical business function and when there is a declaration of an office closing, emergency or disaster, the incumbent may be required to participate/assist in those functions to aid the business continuity process. As such, the incumbent may be required to remain at or report to work at headquarters or an alternate site and be available or reachable by telephone during the recovery process.
