Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively.

Performs a variety of technical duties in the inspection of materials produced at asphalt, concrete, and aggregate plants to ensure materials are in accordance with specifications, contract documents and approved Quality Control Plans.

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Ensure accuracy of all test procedures in following Pennsylvania Test Method (PTM) methods and/or applicable American Association of State Highway Transportation Officials (AASHTO) and American Society for Testing & Materials (ASTM) standards and the accuracy of laboratory reports. Make observations during shipments to ensure that the quality of materials delivered meets specifications with accurate weigh slips representing quantities shipped.

Witness technicians in Portland cement plants, asphalt plants, and aggregate quarries perform tests and control quality production of these materials.

Document sampling and testing techniques accurately and by the method designated as appropriate to each specific type of material. Identifies potential problems and offers a resolution if possible. Reports problems to supervisor in a timely manner.

Applies the correct method and reviews compliance with testing methods by material suppliers in the areas of running extraction, gradation, specific gravities, absorption, air content, slump test, unit weights and wash tests.

Ensures vendor follow required quality control plans, maintains all documentation in accordance with the plan, prepares reports correctly, collects samples, and performs District level quality assurance.

Ensures all material conforms to specifications and all required plant documentation is current, in accordance with the Quality Control Plan, and available for review. Conducts the annual producer plant inspections and witness the annual calibrations.

Enters documentation into Electronic Construction and Materials Management System (eCAMMS) as required.

Becomes proficient with required documentation procedures and attains a working knowledge of the eCAMMS, Engineering & Construction Management System (ECMS), Pennsylvania Project Collaboration Center (PPCC), Pub 408-Highway Construction Specifications, Project Office Manual (POM), Bulletins 14-Approved Aggregate Producers Pub 34, Bulletin 15-Qualified Products Listed for Construction ,Pub 35, 41-Producers of Bituminous Mixtures Pub 41, 42-Producers of Ready-Mix Concrete PUB 42 and Mobile Computing documentation systems and applications.

Assists with core drilling to obtain samples as needed.

Executes daily responsibilities to ensure that transportation projects are completed in accordance with all existing regulations, policies, and procedures and in an expeditious and cost effective manner.

Assists with project material reviews at construction field offices and in the district office and/or remotely. Project material reviews consist of reviewing the records to ensure compliance to source approvals, certification requirements, quantities, and compliance to sampling/testing requirements.

Verifies the calibration of both Department and vendor’s equipment, such as scales, testing apparatus, motor pavers, aggregate chippers, distributors, mobile equipment, and plants. Reviews product design procedures.

Preforms Hands on Local Acceptance (HOLA) testing as directed. Performs testing in the District Lab as directed. Enters information from Form TR-447, “Sample Identifications” into eCAMMS and reviews, distributes, and files test results.

Travels to various work sites or facilities and attend field activities within the District and throughout the state. Employees may also be required to use overtime on an occasional basis.

3. Immediately report to your supervisor any incident, unsafe practice, or near miss.
4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.
5. Evaluate the contractor’s operations:
- Immediately stop any unsafe actions.
- Engage in an ongoing safety dialogue with the contractor’s leadership.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.
