Under the general supervision of the Quality Management and Technical Assistance Division Chief (QMTA), Office of Vocational Rehabilitation (OVR), the incumbent performs a wide range of monitoring and program performance activities related to the State/Federal Vocational Rehabilitation (VR) program within the Commonwealth of Pennsylvania. This position is responsible for program performance, program monitoring, and quality assurance policy and activities in the administration of the OVR's quality management and technical assistance strategy across all agency programs. The position carries out activities that help ensure the agency consistently functions well and delivers high quality services to customers, employers, providers, and stakeholders. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. General Responsible for the development and delivery of case management monitoring and technical assistance services to district offices throughout the commonwealth. Ensures that consistent, fair, and equitable services are provided to customers and stakeholders across bureaus while adhering to all applicable federal and state regulations. Communicates and presents information to OVR leadership, district office leadership, or on a statewide basis regarding compliance and monitoring activities, outcomes, and trends. Issues and monitors Resolution Based Action Plans for offices who do not meet standards that are identified by the Executive Team. Case Reviews and Targeted reviews Responsible for conducting case reviews (Level 3) for the Bureau of Vocational Rehabilitation Services (BVRS) and the Bureau of Blindness and Visual Services (BBVS) vocational rehabilitation programs. Reviews case work practices and makes recommendations for technical assistance or action regarding offices who do not meet case review standards. Assess providers, programs, services, data, or compliance issues at the statewide or individual basis to determine trends, offices support needs, or issues of fraud, waste or abuse. Conducts targeted reviews as directed by the executive team in order to monitor office work practices to ensure Federal Policy is being met. Rates and assigns a statistical score to each district office reflecting their percentage of adherence to federal, state and local guidelines. These scores are compiled and monitored for interventions with the district office via trainings and/or resolution based action plans. Maintains the agency Case Review Manual and provides case review training to district offices to ensure local reviews are administered consistently and in accordance with policies and procedures. Makes recommendations to the Division Supervisor regarding resolution-based Action Plans for offices who do not meet case review standards and oversees implementation of such plans. Conducts onsite training, technical assistance, and targeted reviews with district offices as determined by case review deficiencies, Central Office management, or by request from the district office. RSA Performance Indicators Monitoring and Technical Assistance Works to monitor the adherence of the Bureau of Vocational Rehabilitation Services (BVRS) and Bureau of Blindness and Visual Services (BBVS) to federal performance indicators as outlined in the Workforce Innovation and Opportunity Act (WIOA). Reviews and monitors monthly, quarterly, and annual reports as needed using CWDS reporting tools and develops spreadsheets to effectively monitor data and communicate statistics to the QMTA Division Supervisor. Works with agency leadership to develop and provide training, monitoring tools, and data to meet federal performance guidelines as set by the Rehabilitation Services Administration (RSA). Monitors offices monthly to review data on Credential Attainment (CA) and Measurable Skill Gains (MSG) federal performance measures. Conducts on-site technical assistance meetings as needed or required where performance deficiencies are significant. Issues and monitors Resolution-Based Action Plans to offices for any CA MSG performance deficiencies. Review successful case outcomes for 6-month and 12-month-maintained employment outcomes as defined by federal RSA performance indicators. Issues and monitors Resolution-Based Action Plans to offices for any 6-month and 12-month maintained employment outcome performance deficiencies. Case Management Compliance and Technical Assistance Develops policy and delivers training related to effective case management practices to ensure agency compliance with federal and programmatic indicators. Review of Status 01-09 compliance as it relates to adherence to Rapid Engagement protocols. Review of case progression compliance and the timely provision of service. Coordinate case management 5S protocols and other statewide case management initiatives. Acts as the statewide “cold case” evaluator and makes recommendations to offices on the management of cases that have not received services over an extended period. Issues and monitors Resolution Based Action Plans for offices who do not meet case management standards. Office Compliance with DAR/Itinerary Provide Daily Activity Report (DAR) Utilization, Maintenance, and Compliance trainings, including ensuring accessibility of the document and all related materials through collaboration with staff from BBVS. Review of office compliance regarding DAR utilization. Issues and monitors Resolution Based Action Plans for offices who do not adhere to DAR submission standards. Fiscal Adherence In addition to monitoring fiscal procedures during case reviews, targeted reviews will be conducted on specific cases, providers, programs, services, data, or compliance issues at the statewide or individual basis to determine trends, offices support needs, or issues of fraud, waste or abuse. Issues and monitors Resolution Based Action Plans to offices for any findings. Coordinates with internal and external partners regarding any fraud, waste, or abuse findings. CWDS integration – updating and incorporating compliance processes within CWDS as appropriate. Acts as a subject matter expert regarding compliance issues and RSA Performance Indicators and Facilitates the development and requirements of management reports to monitor performance indicators or other compliance related activities. Data Analysis Uses analytical skills to determine programmatic information needs, develop evaluative approaches, and perform comprehensive analyses on a large variety of complex information and data. Collaborates with the Systems and Evaluation Division to review and evaluate Vocational Rehabilitation (VR) programs and projects with complex goals and objectives to assess the extent to which goals and objectives are being met and to determine programmatic impacts and effectiveness. Reviews data for trends regarding office, services, or disability type success, which can include reviewing individual counselor or vendor outcomes. OTHER DUTIES: Performs other duties as required. Participates in work groups, leads work groups, and completes special assignments. Attends meetings, conferences, and training opportunities as needed/required. |
