Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position manages the Bureau of Motor Vehicles Employee and Partner Engagement Programs as well as other special projects effecting the entire Bureau. Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Staff hiring process: Tracking each of the vacancies from time a position is vacated through start date. Examining each piece of the process and working with hiring managers to ensure each step is completed timely. Reporting the timeliness of each piece (ex: vacant to request to post, receipt of candidate list to selection provided to HR) to Division Chiefs and Director. Working with hiring managers through administrative portions of the process. BMV Employee Recognition Program: Lead the BMV with the current employee recognition program and establishing new programs build to increase employee engagement and moral. BMV SECA coordinator: Lead the BMV SECA campaign each year. Coordinating volunteers throughout the campaign, reviewing results, and facilitating AAR as part of the effort to continually improve. Will manage and coordinate activities for Business Partner Outreach. This includes connecting and establishing regular meeting as well as topic specific, tracking all action items and ensuring assigned staff complete within expected timeframes. Coordinates the response to Legislative Bill Analysis and files appropriately. Develops and leads the deployment of task plans for enacted BMV legislation or other large BMV initiatives. Self-initiative must be demonstrated in this, including: • Creates and manages task plan for each piece of enacted BMV legislation or project. • Secures due dates from division chiefs/section managers responsible for each action item. • Attends meetings related to task plans, documenting and updating action items. • Ensures task plans are up to date through implementation of each project • Prepares Final Report displaying the results of the implementation of the legislation or project. Manage, assist or coordinate other special projects as assigned by the Director, Bureau of Motor Vehicles. Demonstrates the deployment of customer-based improvements and process improvements which are documented for area of responsibility. This includes identifying areas of improvement by hearing customer feedback or identifying inefficiencies in processes, determining how improvements can be made, and deploying the improvements. Independently accepts and responds to questions and concerns posed by staff of the State Legislature, general public, and other motor vehicle/driver licensing customers. Ensures any necessary follow-up action is completed. Resolves complex motor vehicle issues through coordination with the appropriate processing areas, including the interpretation of complex motor vehicle records from the CARATS or MVDLS systems. As lead administrative staff for BMV actively monitors for staffing coverage of phones from 8 am to 4:30 pm. Ensures that concerns are communicated to the appropriate Division Chief or Director Independently accepts and resolves complex motor vehicle issues received via phone, email or correspondence from Legislative Offices, other Commonwealth agencies, private businesses, attorneys, Governor’s and Secretary's offices, law enforcement agencies, general public and any other motor vehicle customers. Provides research for incoming correspondence to provide background for reply. Writes custom correspondence as requested. Proofreads all correspondence submitted for Division Managers’ approval for content, form and grammatical correctness. Creates spreadsheets, databases or other PC based tools to collect, compile and maintain weekly, monthly and annual production statistics, progress reports, statistical digest data, etc., for the divisions. Prepares reports of division activities, performance, accomplishments, etc. Completes the monthly Title and Salvage Certificate Inventory Reports. Maintains monthly Title and Salvage Certificate review to ensure the title inventory is accurately reported. Collects the control numbers of voided titles for this monthly review. This review is completed by the 10th day of each month. Updates any errors found in .centric. Safety 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Complies with Driver and Vehicle Services Customer Service and Confidentiality Policies. Responsible for ensuring that the correct fee waiver code is used and properly documented whenever a fee waiver is necessary to process a customer transaction. Complies with all aspects of the Fee Waiver Guidelines. |
