Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Position provides technical real property appraisals on all types of properties of varying complexities, including agricultural, industrial, commercial, residential, or special purpose properties, for the acquisition of right-of-way for highway improvement projects. Position located in Central Office but floats statewide with access to dedicated office space where available in appropriate (home) region. This position can be required to work anywhere statewide in PA. as workload may require. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs technical work involving development of certified appraisals and acquisition of real estate property for public use; performs real property appraisals, including determination of compensable elements of damage and estimates of damage; Prepares and signs appraisal report form in accordance with Uniform Standards of Appraisal Practice (USPAP) and Pub 378 for review by District Chief Appraiser or Central Office Review Appraiser; Prepares and signs appraisal forms for property disposition purposes, addressing the stand-alone, across-the-fence, and enhancement approaches to value on properties for disposition by the Department; Prepares and signs Appraisal Problem Analysis (APA) scope of work, including identification of the tax parcel, and descriptions of building/site improvements as ‘unaffected’ in the before and ‘affected’ in the after situation. Appraiser concurs or identifies any required specialty reports that may be required, and estimates the duration of the appraisal task. Prepares neighborhood analysis, vacant land sale analysis, and zoning determination for waiver valuation process; evaluates appraisal waiver parcels for property damage and site improvements; Position covers applicable activities of a geographic area, with District needs taken into account; Appraises and estimates fair market value for all property types in accordance with PA Certified General Appraiser Certification; Identifies hidden and unmarked issues and reports to District Chief Appraiser; follows District and/or Central Office procedure regarding claimant contact documentation and other items affecting deadlines; Provides testimony at hearings and trials as necessary; Attends various meetings as necessary to discuss components of appraisals and other job functions; Attends training sessions as appropriate to further enhance performance and completion of job duties; Completes special assignments as necessary; Performs other duties as required. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability. WORKFORCE and SUCCESSION PLANNING: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA) Unless directed by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
