Position Purpose:

The Environmental Group Manager assists in the development of programs, regulations, and assessments to reduce air pollution from stationary and area sources in order to meet the Commonwealth’s federal and state obligations including attaining and maintaining the National Ambient Air Quality Standards. This provision provides supervision for the technical stationary source section staff and coordinates projects involving other sections and divisions.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Provides overall direction for activities of the section.

2. Supervises technical staff by planning and organizing work, determining work priority and reviewing written reports and documents of technical staff and consultants.

3. Serves as the primary stationary and area source resource for management, advisory committees and certain outside organizations including associations and coalitions. Works with federal counterparts at EPA on stationary and area source issues. Tracks federal issues for potential impacts on Pennsylvania programs and recommends options to management.

4. Develops strategies to reduce air pollution from stationary and area sources. This may include development or amendment of regulations or policy and all related materials or a voluntary program including funding or public information material. Coordinates technical and legal resources to accomplish strategy development.

5. Coordinates the development and preparation of revisions to the State Implementation Plans for nonattainment areas.

6. Supervises the implementation of some regulatory programs to reduce air pollution from stationary and area sources, such as statewide allowance trading programs. In some cases, the stationary source section serves as advisor to the Division of Compliance and Enforcement and the regions for program implementation.

7. Provides information to the public on stationary and area source emissions, voluntary actions to reduce emissions and regulatory programs through publications, web pages, phone calls, presentations and letters. Serves as a resource to DEP’s community relations coordinators and regional staff on stationary source issues.

8. Assist with stationary source permitting issues that require regulatory interpretation or affect planning.

9. Assist with the development of stationary and area source inventories through technical staff and consultants under EPA reporting and State Implementation Plan requirements and coordination with the Division of Air Information on data reporting and quality assurance.

10. Ensures that applicable federal grant commitments for stationary and area sources are met.

11. Evaluates training needs of the staff; maintains a training plan prioritizing needs and requests or develops training to meet their needs.

The Environmental Group Manager receives work assignments primarily from the Division Chief. Projects are assigned with broad, general instructions. The Environmental Group Manager will assign duties and responsibilities consistent with the requirements of the federal Clean Air Act, PA Air Pollution Control Act and regulations adopted under the acts. The employee works with a great deal of discretion in generating ideas and working internally with peers and legal counsel on work products. Employee serves as agency representative in outside groups with considerable discretion.

Consults with the Division Chief and Bureau Director, as appropriate, on complex and/or controversial issues.

Decisions that impact other Divisions within the Bureau, other Bureaus or regional offices within the Department or federal, state and local agencies require the Division Chief’s and Bureau Director’s concurrence.
