Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Business Architecture Center (BAC) provides key analytical services to the agency, provides quality assurance for data integrity and benefit calculations; and serves as the repository for PSERS’ business requirements, specifications and procedures to make this information available and understandable to agency processing and technology staff. The center receives data queries from agency staff and investigates system, data, or process problems and responds with programmed solutions. This center includes staff that collects, analyzes, and documents PSERS’ processes, information systems and data, and perform detailed impact analysis as and when a change is proposed. They look for opportunities for improvement, lead the development of business requirements, and serve as liaisons between PSERS’ end-users and Bureau of Information Technology staff and third-party system maintenance staff. The Systems Support Section provides key analytical services to the bureau and to other bureaus within the organization including specific services such as research, analysis, recommendations for action, and implementation support related to PSERS’ information systems, data, or business or management processes. They ensure the effectiveness of business processes and the interaction of those processes with PSERS applications and other technology resources This position is assigned to the Process Support Unit within the System Support Section and is responsible for facilitating process improvements and coordinating system testing, providing training related to new or changed system functionality, and providing business user support. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serve as a liaison between business users in the Bureau of Benefits Administration (BBA), Bureau of Communications and Counseling (BOCC), Office of Financial Management (OFM), and the Information Technology Office (ITO). * Understand, interpret, and apply the provisions of the Retirement Code, rules and regulations, PSERS legal opinions, business rules and procedures for member account and employer reported data, membership and benefit eligibility, and benefit calculations. * Possess data and process knowledge of all technical functions performed throughout the agency as it pertains to data verification/cleansing, benefit calculations, refund of contributions and interest, and purchase of service. * Interview staff, study and analyze workflows to uncover inefficiencies; prepare detailed reports of findings; recommend processes to be automated through the development of application systems or through the use of personal computer software. * Participate in the design and development of computer systems; perform extensive reviews of existing processes to ensure staff are using personal computer software to the maximum potential; supplement training in the use of personal computer software. Answer general software and hardware related questions from business users; resolve minor technical problems pertaining to hardware and software; report major technical problems to the ITO; provide recommendations for the purchase of new equipment, software, etc. to bureau management. Participate in the development of comprehensive and detailed project plans which include resources within and outside the bureau; break down projects into sub-projects and determine sequence of tasks and task dependencies, develop time estimates and charts, resolve conflicts with resources and prioritize tasks based on resources available. Participate in the implementation of new or changed legislation; initiate changes to systems that are not in compliance with the rules and regulations governing PSERS. Participate in the design of new business processes and system enhancements; serve as a business analyst and subject matter expert; identify, gather, and communicate business requirements; recommend screen design/layout; data validations, report formats, and form and letter design and content. * Participate in writing/reviewing the business portion of change requests to ensure that business requirements are met. Participate in the system specification approval process; review and recommend modifications to specifications for system functionality, workflows, batches, imports, exports, documents, queries, and reports which define the desired behavior of the system. * Coordinate bureau testing efforts and report on the progression of progress; lead the effort to develop test scripts; create comprehensive test data; assist the various business areas in performing complete end to end system testing; validate test results against system specifications; report issues found via a System Change Request (SCR). * Ensure that system problems are identified, documented, and reported after system implementation; recommend and implement corrective action. * Research system problems reported by the business users; research system functionality, data, and business procedures to determine the root cause of the reported problem; document the impact of the problem on operations and prioritize the problem or request; develop possible resolutions and/or workarounds; share resolutions with other team members to provide consistent handling of similar problems; elevate problems that cannot be resolved.* Assist in the documentation of changes to all systems/procedures as needed for implementation and training ensuring that developed procedures accurately reflect system functions. * Identify business training needs based on interaction with business users and communicate to appropriate management staff. * Assist in the documentation of implementation assumptions/requirements for drafted business rules. Provide support to management as needed for gathering of information, preparing documentation, research, follow up, etc. in preparation for the Body of Knowledge, ESRC, Project Management, etc. Apply knowledge of the agency’s business and application software tools such as V3locity, Workflow, Workflow Query, Pension Query, Microsoft Office, and Imaging in gathering requirements for system changes, problem reports, and workarounds. * Utilize available software to extract data for review and provide statistical information; submit complex queries to BAC Developers giving detailed instructions including business rules, extraction criteria, and report layout; review complex query results supplied by the BAC Developers. * Interview staff, study, and analyze statistical data being captured for weekly and monthly reporting; provide recommendations to ensure the accuracy of the data and efficiency of the retrieval process; develop procedural documentation where needed. Monitor the bureau’s system security access; request changes as warranted and approved. Perform related work as required. |
