Position Purpose:

Responsibility for implementing activities to accomplish the objectives of the Office of International Business Development (OIBD) in a geographic area.

Description of Duties:

General

Counsels Pennsylvania businesses on export strategy, market selection, and all aspects of market entry methods.

Plans strategically for changes in the business environment/economy or budget that affect service delivery.

Regional Export Network (REN) Oversight

Works with assigned Regional Export Network (REN) partners to promote the objectives of OIBD and assists the REN to meet the performance goals set by OIBD.

Monitors work plan execution and performance of assigned REN partners to ensure that performance remains in line with the objectives of OIBD. Monitors REN performance throughout the year and takes remedial action in cases where REN performance is below expectations (includes work order generation volume, results reporting).

Conducts client visits in coordination with the REN to boost the number of clients and encourage existing clients to fully utilize OIBD’s programs and services, provide feedback and report results.

Identifies and participates in regional events to support REN partners and promote OIBD’s programs and services.

Coordinates individual Authorized Trade Representative (ATR) visits with REN partners.

Informs and works with the Executive Director to ensure all administrative matters and support of the REN results in meeting or exceeding all performance measurements.

Ensures client records in LYNX are current and accurate.

Authorized Trade Representative (ATR) Management

Manages work plan development, execution and performance of assigned ATRs to ensure that performance remains in line with the objectives of OIBD. Monitors ATR performance throughout the year and takes remedial action in cases where ATR performance is below expectations (includes inbound work order/project volume, project turn-around time, export actions, exporting companies and export sales).

Suggests, plans and organizes international trade events in the assigned territory; coordinate all aspects of the trade event as needed, including: project development and management; marketing and communications; client management and support; budgeting and administrative functions.

Promotes the capabilities of the ATR during client visits, trade events, and in marketing materials developed in coordination with DCED marketing staff.

Conducts periodic surveys of REN partners and clients to assess market-specific needs and identify common issues facing clients in the market. Organizes market-specific events (roundtables, training workshops, webinars) to address these needs and issues.

Forwards trade leads generated by ATRs to the REN and companies specifically qualified to respond to such leads. Coordinates follow-up on those trade leads with company visits, teleconferencing, database searches and contractor follow-up.

Informs and works with the Executive Director to ensure all administrative matters and support of the ATRs results in meeting or exceeding all performance measurements.

Ensures client records in LYNX are current and accurate.

Industry Project

Assigned to undertake an industry-specific project. Conducts periodic surveys of clients and partners in the selected industry or industry sub-sector to gauge the size, needs, clients’ unmet export potential, and global market receptivity of the clients’ products or services.

Organizes industry-specific events (trade delegations, roundtables, training workshops) to provide common solutions according to industry needs.

Partners with industry-specific member organizations to promote OIBD programs and services and execute trade promotion initiatives.

Informs/advises the Executive Director of significant developments and business opportunities that can benefit the assigned industry and positively impact export results.

Trade Support Project

Manages an internal trade support project within OIBD as assigned.

Informs/advises the Executive Director of significant developments and business opportunities in the assigned region that impact export promotion programs. Examples: Finance, LYNX, Emerging Markets, Grant Management

Other

Writes executive briefings and correspondence as required.

Participates in and assists with other activities, programs, and services as may be needed to carry out the mission of the Office of International Business Developmental and the Pennsylvania Department of Community and Economic Development.

The employee will be responsible for other appropriate duties as assigned.

Decision Making:

Determines export viability, need for export counseling, and directs companies to the appropriate service providers to assist in building their export capacity.

Determines need for remedial action when the volume and quality of work product and work flow to/from assigned REN partners and ATRs are substandard.

With REN participation, determines frequency and nature of assistance provided to REN to assist in meeting export goals.

Recommends trade events to be included in OIBD’s trade event calendar based on input from REN partners, ATRs, clients and industry.

Determines the direction and resources required to execute an industry-specific export promotion project.

Determines the direction and resources required to execute an internal Trade Support Program.
