Position Purpose:

This is a first level supervisory position. The Sanitarian Supervisor is responsible for supervising Sanitarians and Environmental Trainees, who carry out program related duties and responsibilities in the field and office work area. The Supervisor may also accompany the field staff in the performance of their duties and represent the district/region at meetings and other functions involving the public.

The Sanitarian Supervisor is responsible for the implementation of the Safe Drinking Water programs in an assigned geographical area (district). The program areas include, in the order of precedence assigned under the program plan, the following:

1. Public Water Supplies

2. Private Water Supplies

3. Water Allocation Permit Program


The specific duties are as follows:

Field Work Area

The Sanitarian Supervisor is responsible for oversight of inspecting various facilities in the Safe Drinking Water programs, determining follow up on violations through necessary compliance actions, maintaining appropriate databases, responding to complaints through field visits, writing reports, letters, legal documents and memos, signing compliance orders and field orders and review of plans and specifications.


Program Planning

The Sanitarian Supervisor is responsible for developing a program plan each program year for the district. The program plan outlines the goals, objectives, and methodologies to be carried out in each of the programs addressed above, to include determination of what objectives have priority and how time will be allocated during the program year. This time allocation is then used to plan work on a weekly basis.



Supervision and Program Administration

The Sanitarian Supervisor assigns program activities to the field staff via the yearly program plan. This includes a distribution of work among the field staff and assignment of special projects on a day-to-day basis via direct conversation with the field staff or by telephone. The work performed is reviewed on a day-to-day basis and at the end of each quarter to determine if the goals of the program plan are being achieved. Quarterly evaluations of the quality and quantity of the field work by each Sanitarian are conducted as part preparing a quarterly report. Annual performance evaluations are also completed.

The Sanitarian Supervisor provides guidance to the staff on technical and procedural matters as needed, identifies training needs of the staff and provides training when possible, or advises the Program Manager or Operations Chief of training needs. The Sanitarian Supervisor attempts to resolve non-work related issues between the field staff and other office staff, as well as the public if they occur.

The Sanitarian Supervisor takes an active role in seeing that violations of regulations and environmental health hazards identified by the field staff during their inspections and investigations are abated by several means:

· Recommending corrections that can be used effectively to abate violations and hazards, both in writing and in semi- formal meetings.

· Conducting compliance actions via the issuance of notices of violation to the violators of laws and regulations; conducting administrative conferences and other formal meetings that have the purpose of reviewing corrective actions and/or formulating consent agreements to achieve the needed corrections.

· Assisting Departmental legal counsel in the preparation of official legal documents to be used by staff in enforcement proceedings and coordinating information regarding some legal actions involving legal cases with other segments of the Department.

· Coordinating the investigation of waterborne outbreaks with the staff of the district office.

· Coordinating all emergency activities and services conducted by the district staff in the event of natural disasters and man initiated disasters in the district.

· Planning, organizing and assisting in the presentation of training programs for operators of facilities regulated by the program or the general public.

· Traveling to inspection sites, proposed development sites, etc. to determine conformance of construction with plans submitted to and approved by the sanitarian.

· Writing letters regarding the approval or disapproval of these plans or facilities.

· Reviewing community health needs in the areas of water supply and working with local officials, county officials, engineers and others to bring about solutions to community problems relating to public water supplies.

· Providing consultation to planning agencies, municipalities, and other groups regarding Departmental programs, laws, rules, regulations and policies.

· Cooperating with other state agencies in the administration of duties and obligation contained in MOUs and other cooperative agreements.


Program Evaluation

The Sanitarian Supervisor evaluates the status of the various Safe Drinking Water programs quarterly and yearly in relation to the objectives set by the program plan; in addition, the individual progress of each staff member in reaching program goals and their individual work habits are evaluated to determine if they conform to established policies and procedures of the Program. The Sanitarian Supervisor evaluates facilities for permitting purposes in unusual cases or when other permits of the Department are involved.

1. Required to do one or more of the following in areas that do not exceed published exposure limits:

Sample for harmful or hazardous materials or petroleum products.
Handle hazardous or harmful materials.

2. Operate a motor vehicle to travel to various field sites.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Work is assigned at the beginning of the fiscal year through the development of a program plan. The plan lays out the objectives the staff is expected to accomplish. Special tasks are assigned by the Program Manager or Operations Chief by memorandum or by telephone throughout the year, as needed. The Operations Chief consults with the supervisor through periodic visits to the district and by telephone. Work is also reviewed on a quarterly basis via a quarterly report of activities and time spent in various activities. The Sanitarian Supervisor will assume the responsiblities of the Operations Chief, as assigned.

Program activities are to be carried out by the field staff in their work area via the yearly program plan; work is divided as equally as possible among the field staff and into work areas. Special assignments are made on a day-to-day basis via direct conversation with the Sanitarian or by telephone. Work performed is reviewed on a day-to-day basis by reviewing the work reports or by conversation with the staff. Work of all the field staff is reviewed on a quarterly basis to determine if the goals of the program plan are being achieved. Results are reviewed again on yearly basis. Monthly evaluations of the quantity and quality of the field work by each staff member are conducted as part of the quarterly report. Annual performance evaluations are also completed.
