The purpose of this position is to perform a variety of technical & supervisory duties over a group of subordinate skilled or semi-skilled workers engaged in the alteration, construction, maintenance, and repair of HVAC systems, equipment, and peripheral devices within the Capitol Complex & surrounding DGS managed facilities. Serves as agency representative with outside contractors, agency personnel, and other trade staff regarding the design, installation, operation, and maintenance of refrigeration & HVAC systems. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. ESSENTIAL EMPLOYEE - REQUIRED TO REPORT TO WORK DURING EMERGENCIES AND OFFICE CLOSINGS. Responsible for appropriate assignment of work to staff using the Computerized Maintenance Management System. Plans, schedules and supervises directly, or through a subordinate supervisor, the work of Refrigeration/HVAC Mechanics and semi-skilled workers engaged in the installation, maintenance, and repair of refrigeration and HVAC systems, units, equipment, and peripheral devices. Oversees automated refrigeration and HVAC systems through a computer interface and executes adjustments on-line or in person to refrigeration and HVAC systems. Inspects and reviews refrigeration and HVAC systems to determine whether systems are properly functioning, and provides recommendations for improving or replacing current refrigeration and HVAC systems, units, equipment, and associated devices. Supervises water treatment program for assigned facilities. This is a comprehensive program that includes maintaining chemical inventory, ensuring proper chemical residuals in hydronic systems of assigned facilities, communications with service providers, and carrying out and enforcing safety procedures including the training of staff involved in tasks associated with the chemical treatment program. Reviews and interprets engineering drawings, specifications, and equipment manuals related to refrigeration and HVAC systems. Plans and schedules on-going and preventive maintenance; troubleshoots; determines action required; consults with and instructs various trades staff on complex and emergency situations; notifies building managers and all concerned parties of conditions; and provides on-going communication through radio transmissions and status reports. Prepares or oversees the preparation of expenditure projections for refrigeration and HVAC systems, units, equipment, and associated devices. Prepares estimates, requisitions, and accounts for equipment and supplies essential to the installation, repair and maintenance of refrigeration and HVAC systems. Ensures that all equipment and supplies are available at the project site in a timely manner. Performs consultative, liaison, and problem resolution duties with building occupants and outside contractors to ensure that contracted refrigeration and HVAC services have been rendered. During the installation or servicing of systems and equipment, monitors contractor activities to ensure compliance to specifications. Oversees the acceptance testing of new refrigeration and HVAC systems and equipment to ensure proper functioning and compatibility to existing refrigeration and HVAC systems. Participates in the design of HVAC systems, including the preparation of drawings, specifications, cost estimates, scheduling project timeframes, consulting with stakeholders, and coordinating work with in-house trades staff and tenants. Prepares work sketches for employees to follow and complete. Prepares time sheets and overtime requests, carries out inspections, ensures satisfactory completion of requests, and resolves problems to ensure meeting timeframes. Responds to emergency call-in requests and takes immediate action. Establishes work order priorities in order to address emergency or time-sensitive projects on a timely basis. Ensures recovery and recycling of refrigerants, and the service and repair of refrigeration and HVAC equipment-containing refrigerants is carried out in accordance with the Federal Environmental Protection Agency (EPA) rules and regulations. Ensures that the operation and maintenance recovery and recycling equipment is carried out in accordance with manufacturer’s specifications and EPA rules and regulations. Performs the full range of supervisory duties including employee selection, training, scheduling, assigning, and reviewing work, leave approval, performance evaluations, disciplinary action, grievance resolution, and implementation of the provisions of the AFSCME contracts and DGS policies and procedures. Develops and provides on-the-job training plans and ensures that staff is properly trained on work methods, selection and use of tools and equipment, and safety regulations and practices. Responsible for the safety of staff. Investigates accidents or injuries, initiates action for treatment and prepares written reports and required paperwork. Maintains maintenance records on work accomplished, materials and supplies, drawings, sketches, and related information. Responsible for maintaining current knowledge of the rules and regulations in accordance with the Federal Environmental Protection Agency (EPA), Labor & Industry Boiler & Pressure Vessel Division, UCC Codes, and other authorities having jurisdiction at the assigned facility. Communicates regularly with the Maintenance Manager on unusual or notable activities. Evaluates the work effectiveness and recommends new or unusual methods and procedures to improve overall operations. Operates a vehicle when requested. Performs other related duties as required. |

Decisions that could have significant impact on entire building, facility, or have a campus-wide impact on mechanical operations are discussed with the supervisor prior to taking action. |
