Position Purpose:

Provides clerical support within the WC Appeal Board's Central Office to ensure its operations are conducted efficiently and effectively.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

This position reviews and processes incoming appeals for all areas across the Commonwealth.

This position reviews and processes incoming WCAB Petitions including Supersedeas, Miscellaneous, Rehearing, Counsel Fee, and Commutations. Assigns WCAB Petitions to the appropriate Board Field Office / Commissioner for review.

Acknowledge receipt of appeals and petitions, except for supersedeas petitions, to all parties of record.

Reviews all appeal and petition documents for accuracy and completeness, checking all necessary parties of record, needed documents and orders.

Contacts and obtains from the attorneys any missing documents or if there are any questions related to the appeal and/or petition to resolve those issues.

Inputs data and information into the Workers' Compensation Automation & Integration System (WCAIS), establishing a permanent record of the appeals and petitions.

Reviews and processes all incoming answers filed on WCAB Petitions and forwards them to the appropriate Board member for review.

For Remand cases, reviews the appeal records checking all necessary documentation, testimony, exhibits, depositions, briefs, etc.

Verifies the Docket sheet is accurate and correct for both appeals and petitions.

Scan and review incoming paper appeals and petitions using Datacap or other state approved application.

Once Board Secretary determines the closing dates of each hearing, schedules appeals and any petitions for hearings, printing and mailing notices of hearing to all pertinent parties.

Construct and send TEAMS invites for all appeals and any petitions scheduled for electronic hearing ensuring that all parties are accurate and receive the invite.

Assists with all hearings whether in-person (if requested) and electronically.

After the hearing, reviews all Board member’s hearing notes.

After Board hearings, assigns appeal and/or petition cases to the appropriate Board Members via WCAIS taking into consideration individual commissioner caseloads to determine the assignment of each appeal.

Publishes Orders for Counsel Fee Petitions and MISC Petitions as required.

Processes all electronic and paper requests submitted externally for both appeals and petitions. These requests can include Continuance/Venue Change Requests, Withdrawal Requests, Interpreter Requests, and Requests to Submit on Brief.

If a hearing is to be continued, verify that the appeal and/or petition is moved to the next available hearing bucket.

Close any appeal and/or petition cases when necessary and update the docket in WCAIS.

Proofreads all typed work to ensure proper spelling, grammatical and typographical accuracy, verifying that work conforms to applicable Board regulations and procedures.

Answers telephone calls from external parties that may include claimants, defendants, attorneys, insurers, TPAs, and the public relating to all Appeal Board processes.

Assists staff in processing the incoming/outgoing daily mail following established Department, Board, Courier & U.S. Postal regulations.

Scans and assists with all Returned mail. Sends out emails to obtain or verify correct addresses for any documents returned. Keeps record of any requests sent to timely send out follow-up emails.

Assists Field Office staff with any printing and mailing of Order and/or Opinions when necessary.

Other duties as assigned.

Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Research and respond to incoming telephone queries.

Review appeals and petitions to determine if correct documentation has been uploaded or attached.

Reviews Supersedeas Petitions to ensure correct appeal case is associated.

Contacts parties with regard to appeals / petitions if documents are missing or for irregularities involving the parties.

Review and schedule hearings for new appeals and/or petitions and assigns appeals / petitions to individual Board Members following hearings.

Grant continuances for Board hearings.

Independently plan and organize workflow daily, following the Board's rules and regulations.

Present suggestions and methods to improve the current WCAIS case management system to the Board’s Program Analyst and other Senior Staff.

Assists in training new employees on appeal / petition procedures and Board rules and regulations.
