Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is a non-supervisory position within the Bureau of Alcohol Education, Education & Grants Management Division. The incumbent in this position serves as an Alcohol Education Specialist responsible for assisting the supervisor and division chief with analysis and evaluation of division programs and projects. Responsible for the following activities: interacting with, analyzing, and identifying the capacity building, technical assistance, and training needs of organizations/grantees; assisting in the technical support of community planning; providing trainings, workshops and strategic planning; evaluating programs/trainings; reviewing contracts, grants and agreements for alcohol education-related services; monitoring and evaluating grantee performance through the review of reports and fiscal expenditures; develop and revise Bureau-produced materials; implementing data collection methods to report program activities. Work is assigned and reviewed by the Alcohol Education Specialist Supervisor. All assignments are performed under general supervision and are reviewed through individual meetings and reports. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The Alcohol Education Specialist works directly with individuals to plan, design, and implement programs, trainings and initiatives to reduce underage and dangerous drinking. The Alcohol Education Specialist (AES): • Assists the Supervisor of the Bureau of Alcohol Education’s Education and Grants Management Division to ensure its operations are conducted efficiently and effectively. • Provides technical assistance to institutions of higher education, community organizations, schools, and local law enforcement to enable them to build capacity within their area for the development or enhancement of services for responsible alcohol use. • Works with public and private organizations to: facilitate implementation and coordination of new initiatives by identifying key partners, assessing need for services, funding resources, developing a strategic plan, implementing evaluation tools, and a sustainability plan. Work includes gathering background data and research, organizing and analyzing it and developing solutions and recommendations based upon it. The goal is to establish a plan for the college/community/organization/department to assume complete ownership of the comprehensive program. • Participates in the planning, coordination and facilitation of the statewide annual conference. • Creates and revises various materials distributed by the bureau using both evidence-informed and innovative messages and media to proactively respond to emerging trends. • Conducts scholarly research for updating education material and reports. • Receives alcohol education materials orders from Bureau Secretary; identifies and packages available materials from stock on hand in preparation for shipping; coordinates with mail room staff to identify orders being shipped via US Mail, UPS, PLCB messenger service, and in person pick-up. Identifies depleted or missing educational materials and reports to Alcohol Education Specialist Supervisor. • Completes alcohol education materials inventory on a biennial basis; organizes and maintains the materials shipping area for optimum efficiency in order fulfillment. • Receives, verifies count and places into inventory materials delivered by PLCB Graphic Arts; reports receipt of materials to Bureau Secretary. • Prepares and gives presentations concerning bureau initiatives with guidance from AES supervisor, division chief and bureau director. • Represents the board at local, regional and statewide events on an as needed basis. This involves giving presentations and working exhibits at health fairs, conferences, meetings, etc. • Researches, prepares, and responds, in writing and orally, to inquiries from the public regarding alcohol related issues. Develops and provides presentations concerning alcohol education efforts. • Establishes and maintains effective working relationships with grantees, school administrators, parents, community groups, other state agencies, judicial and municipal officials and the general public. • Assists the Responsible Alcohol Management Program Division as needed. • Prepares weekly work schedules in advance, to be approved by supervisor. • Schedules, coordinates and leads meetings, trainings, exhibits and workshops that serve to provide assistance, communication, and guidance on initiatives facilitated by the bureau. • Remains current on issues related to underage and dangerous drinking through attendance and participation in conferences, meetings, independent reading and research, and other forums. • Reviews and scores grant applications to determine adherence to requirements. • Monitors and evaluates grantees’ programmatic and fiscal progress throughout the grant cycle. • Maintains confidentiality regarding grantee information. • Collects information on activities, resources and other data for possible inclusion on the web sites and social media. This includes receiving recommendations from other bureau staff and reviewing other organizations’ web sites, social media and printed materials. Monitors bureau’s page on PLCB website. • Participates in the planning, coordination and facilitation of the statewide poster contest and award ceremony. • Reviews and recommends for implementation appropriate, comprehensive statewide alcohol education programs that focus on youth, alcohol impaired driving, and underage and dangerous drinking. • Develops and implements special outreach programs and pilot projects encompassing a variety of audiences including youth, parents, educators, criminal justice professionals, coalition members, senior citizens, employers, and other adults. May serve as program or project leaders as needed. • Prepares tables and graphs for review by upper management. • May serve as mentor to other staff; providing, guidance and direction. • Performs other related duties as requested. Grant Specific Responsibilities: • Conveys, interprets, and explains grant services, objectives, policies, and procedures to organizations, advisory board members, staff, other agencies, legislators, professional associations, and others as requested. • Develops record keeping procedures for purposes of evaluating program effectiveness and efficiency. Prepare summaries and reports reflecting grant activities and performance to evaluate effectiveness and efficiency of the programs and prepare recommendations for changes when necessary. • Reviews and monitors grant expenditures by utilizing spreadsheets and databases to make budgetary projections. Monitor the grantee’s expenditure of funds to ensure fiscal accountability and accuracy. • Establishes, directs, and monitors objectives and activities associated with the grants. • Assists in providing technical assistance to PLCB grantees. • Conducts site visits as needed to monitor compliance with grant agreements as deemed necessary. |

This employee has a great deal of responsibility and independence for completion of major work assignments in a timely and satisfactory fashion. This employee's work assignments and functions are reviewed periodically by the supervisor and division chief. When problems arise or when major decisions are required, the supervisor’s, division chief's, and possibly the bureau director’s input is required. The supervisor assigns new work, sets priorities, and evaluates work performance. Supervision is provided through personal conferences. Written materials for the bureau are reviewed by a supervisor, customer inquiries are researched and answered without review of supervisor, and formal responses are drafted and submitted for supervisor’s approval and signatures by upper management. |
