Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as Manager of the Driver License Center Complement Control Section within the Operational Services Division. Leads the Section in providing human resource functions encompassing Driver License Centers Complement Control, Driver and Vehicle Services (DVS) Time and Attendance and Driver License Center Official Personnel Folders maintenance while maintaining the highest level of confidentiality resulting in the Bureau of Support Services being a world-class provider of internal customer service. Position is responsible for the direct supervision and evaluation of one Clerical Assistant 3 and one Clerical Assistant 2 positions.

Description of Duties:

Plans, directs, coordinates, and controls all Driver and Vehicle Services activities as they relate to Driver License Centers Complement Control, placement, and reclassifications. These activities require the position to work with special users from Placement, Classification, Labor Relations, Equal Opportunity, etc.

Analyzes and maintains the complement for PennDOT Driver License Centers. Initiates the filling of all vacancies. Tracks all vacancies to make sure that all approved positions are posted, and interview packages are forwarded to the proper manager/supervisor. Updates a data base on all vacancies by Bureau within Driver and Vehicle Services used for tracking of vacancies for the Bureau Directors and Deputy Secretary.

Responsible for all background check activities for DVS Driver License Centers Complement Control, including but not limited to tracking covered positions, ensuring vacancy postings include appropriate language advising prospective applicants the necessity of completing the checks, registering candidates to be fingerprinted for FBI background checks, ensuring candidates submit fingerprints in a timely manner, and deciding when to move on to another candidate if the selected candidate does not submit fingerprints. Orders PSP name-based checks. When results are received, determines whether the candidate does or does not have any disqualifying crimes per applicable federal regulation. In the case of a disqualifying crime being identified, works with the Office of Chief Counsel to ensure proper notification is provided to the candidate in compliance with state or federal law or regulation. Verifies invoices received against background checks requested and authorizes payment as appropriate.

Responsible for the security and maintenance of the Official Personnel Folders for Driver License Centers. Ensures required documents are added to OPF’s in a timely manner.

Fully knowledgeable of the Central Office Vacancy, vendor background check, EPR and Work-Related Injury processes and will be required to cover the duties in the absence of the Central Office Complement Control manager.

Analyzes and reviews all selection packages for accuracy, making sure that all Equal Opportunity goals are met, or a justification has been provided as to why not met when necessary. Works with DVS bureau directors for approval of selections. Forwards completed packets to the Office of Administration to obtain hiring approvals.

Manages the payroll processing for the Driver and Vehicle Services Deputate consisting of over a thousand positions, including obtaining the proper documentation and upholding the integrity of the policy and procedures regarding overtime, out-of-class, and temporary employees time and attendance input. This includes ensuring that all employees are properly paid and receive a paycheck in a timely fashion. Researchers payroll problems as needed.

Provides the leadership and vision necessary to communicate the Bureau of Support Services direction. Our Division shall support and advance the goals of internal customer services, safety and communications and other PennDOT goals.

Possesses a thorough knowledge of the union contract, personnel manual, and placement rules.

Identifies training needs to ensure staff is properly trained to perform their duties.

Develops and monitors performance objectives for staff. Provides ongoing analysis and evaluation of objectives, and procedures for the operation of the Section.

Serves as liaison between the HR IED Delivery Center and other governmental organizations to ensure that lines of communication are open and that everyday operation of the Section is efficient.

Independently researches DVS supervisor and employee complaints to determine their validity, corrects complaints, and prepares a response, either verbally or in writing.

Independently develops a plan for the hiring of DL Field employees, whether permanent or temporary.

This position is responsible for all activities related to and identified in the ROC Emergency Response Plan; the ROC Continuity of Operations Plan, specifically the following identified essential functions of Employee Injury Reporting: fatality immediately; Payroll Input (wage and clerical pool), if payroll input day; Payroll Input for compensation (OT, TWOC); and Employee Injury reporting (indemnity and medical claim),and all other required functions and duties included in the ROC Disaster Recovery Plan and the ROC Implementation and Training Plan.

Work must be performed within the framework of existing Commonwealth policies, law and regulation; nevertheless, individual discretion and decision-making is not only permitted but required
Assignments are reviewed through the use of reports, spreadsheets, staff meetings, and one-on-one meetings.

Determines whether applicants for positions requiring FBI fingerprint-based and PSP name-based background checks do or do not have any disqualifying crimes per applicable REAL ID and/or CDL federal regulations.
The Administrative Officer is responsible for monthly dashboard analysis in assigned areas; reviewing current processes with the OSD Division Chief to determine proper concurrence and changes if needed and gives recommendations.
