Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Perform technical land survey work under the direct supervision of a Professional Licensed Surveyor, generally in the perspective region but subject to surveys throughout the Commonwealth. Works as an essential member of a survey crew in performing field, office, and research tasks necessary for the completion of title-boundary, easement and topographic surveys, on PA State Game Lands and other related areas.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

This position performs land research in county offices (Recorder of Deeds, Register of Wills, Tax Assessments, Prothonotary)to obtain land ownership information on current, prior and adjoining landowners. Research includes constructing title chains, examinations of wills and estates, constructing assessment histories, abstracting deeds and obtaining non-legal land office warrant information. Once land ownership is determined, the position performs technical duties required for measuring the existing field locations of natural and man-made features, property boundaries, the dimensions of land areas and the precise positioning of points, lines, and grades.

As a survey crew member, utilizes radios and various other electronic equipment such as total stations, field data collectors, GPS units and laptop computers.

Operates or assists in using survey grade Global Positioning System (GPS) or Global Navigation Satellite System (GNSS) equipment. Also collects location data using precision electronic total stations with handheld data collectors, transferring such data to and from field and office computers. Acquires, transfers, reduces and processes GPS/GNSS data.

Assists in analyzing land descriptions using computational plots of land parcels and overlaying such results with connected warrant maps, assessment maps, topographic maps, survey maps or aerial photographs to determine the extent and geometric relationships of property boundaries.

Prepares or assists in making coordinate computations for boundary line establishment using computers, trigonometric, algebraic and geometric mathematics and using this information to make CAD maps of the final survey.

Read and interpret simple maps, condemnation plans and property descriptions, engineering design and construction plans, property plans, photogrammetric maps, aerial photographs and other technical and graphic reference documents.

Utilize GIS systems in order to make map overlays and location maps.

Prepare Legal Descriptions of surveyed parcels for review by a Supervisory staff.

Prepare stakeout coordinates and plots for marking of boundaries or construction points.

Physically mark boundary corners and stakeout points in the field with wood stakes, metal rebars, railroad spikes, concrete monuments, nails, mag nails, etc.

Line clearing of sight obstructions using machetes, chainsaws, trimmers, and other gas powered equipment.

Clears boundary lines, using a variety of cutting equipment, maintaining and sharpening such equipment, setting up tripods and reflective prisms, controlling traffic around equipment.

Operates conventional and off-road survey vehicles when necessary.

Assure and adhere to safe working conditions and procedures.

Apply dendrology knowledge in marking boundary lines and recording of evidence, keeping legible field notes in a neat and orderly manner.

Maintains electronic survey data in the correct folders using a structured file management system.

May be required to perform extensive overnight travel throughout the Commonwealth.

Prepare necessary administrative reports such as General Invoices (OA 152), Travel expense forms, Occupational Injury report forms and Automotive Reports.

Prepare necessary job-related reports using Microsoft software including Excel, Word, Access and Outlook.

Properly maintain of all surveying equipment and instruments.

Install updates to electronic field and office equipment.

Assist other PGC employees as well as the general public in obtaining survey information and maps.

Guide Game Lands Maintenance Workers while marking final boundaries.

Perform daily survey duties independently for short periods of time.

Performs other related duties as assigned.

Evaluates and performs complex title research tasks and decides boundary evidence, computational or drafting details and checks with supervisor for final decisions.

Seeks input from adjoining landowners and defuses any negative impact from surveying their boundaries, referring problems to the supervisory Professional Licensed Land Surveyor.

Make decisions as to set-up points directing the location of survey lines.
