Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The employee performs a wide variety of administrative and clerical functions dealing with operations, personnel, budget, and training of certain employees. Employee interprets various rules and regulations and makes decisions in regard to how they apply to public visitors and employees of the park. Work includes public contact in accomplishing assignments and effective public relations. Knowledge and interpretation of the Bureau of State Parks and the Department of Conservation and Natural Resources policies, rules, and regulations is needed in the completion of duties. Employee’s duties are completed independently and include the skilled typing of a wide variety of paperwork in both draft and final form and includes responsibility for format, punctuation, and grammatical content. Work includes all aspects of a complicated process and requires the ability of the employee to make various decisions on her own and to analyze data and apply that information to job duties and work independently. Employee is skilled in the use of various office machines including a typewriter, credit card machine, copy machine, electronic calculator, a personal computer, a multi-line telephone system and a two-way radio. Employee also provides training to other employees in the use of these office machines. Fiscal: Maintains and coordinates all credit card purchases and the credit card purchasing system. Interprets and applies State Purchasing Guidelines and acts as Purchasing Agent for the park in the preparation of purchase documents (Purchase Orders, Service Purchase Contracts, etc.) Develops bid documents in proper form and opens and reads sealed bids, submits purchase documents for processing, approval, and encumbrance. Acts as liaison between vendors and contractors and the park administration. Answers queries on invoice payments, etc. Interprets and applies field advancement account policies and procedures. Process invoices for payment. Keeps paper ledger and computer program ledger. Prepares invoices for encumbered documents and DGS vehicles and forwards to appropriate offices for payment. Determines needs and places orders with local vendors for items to be purchased. Completes internal stores and general warehouse orders. Monitors and maintains the park’s “300” expenditures to verify these charges are correct and charged against the appropriate park, project and minor objects. Maintains ledger of expenditures for the park’s O&M, Major Maintenance, and other special project funds. Verifies expenditures with the report K6B1 and investigates discrepancies. Monitors and advises park management with actual and projected expenditures based upon current and past fiscal years. Monitors and regulates expenditures by minor objects according to allocated budget figures. Assists in tracking current budget expenditures and assists in the preparation of the budget and rebudget each fiscal year. Moorings: Maintains computer program for mooring and dock permits (1600 mooring records and 500 boat dock records). Edits records for changes to information on file (address changes, new boats purchased, etc.) Processes mooring and dock agreements upon receipt at the park office with fees (issues mooring tags, logs, permits issued, edits computer programs). Prepares a master dock list report via the computer program (for office use and used to identify dock owners during ranger checks of mooring areas, etc.). Administers transfer and waiting lists of prospective tenants. Updates and urges these lists as necessary. Assigns vacant mooring spaces using the transfer and waiting lists. Functions as liaison between boating public and park managers. Notifies the park managers immediately of any potential problems and advises of potential solutions. Correspondence and Reports: Replies and deals with routine correspondence to relieve Park Managers of this task. Composes and types letters, memos and reports for Park Managers’ signatures. Relieves management of routine requests and reports. Prepares correspondence concerning topics of which employee is informed. Prepares and types various monthly, yearly and other reports on a regular basis. Proofreads and assumes responsibility of correct grammar and punctuation. Operates and monitors the base radio station and maintains communication with Park Managers, enforcement units and the maintenance staff. Answer routine transmissions, dispatches vehicles, and functions as an administrative office contact between park units and emergency vehicles during emergency situations. Must be familiar with park’s emergency procedures. Provides training to other office personnel in the use of electronic typewriters, credit card machines, personal computer system, copier and other office equipment. Functions as lead worker for other office personnel. Prepares and stamps outgoing mail. Logs postage stamp purchases and usage and replenishes postage meter. Prepares certified mail forms. Maintains updates, and purges all park files for each access and retrieval. Public Relations: Answers a large volume of telephone calls and provides information and refers callers to proper channels. Greets and assists large volume of visitors to the park office. Provides visitors with basic information and interprets park rules and regulations in answering specific questions. Functions as initial point of contact for both the general public and personnel from Regional Office and Central Office. Other Duties: Maintains all phases of cabin administration including reservations, confirmations, rosters, logs and revenue handling. Operates park’s personal computer. Prepares and revises work processing documents. Uses spreadsheets and database functions. Uses Budgetary System and AA Computer Systems. Maintains all computer instruction books and manuals and insures that backup diskettes of all computer files are current. Maintains bullitin boards and all required postings in the park office. Assists in the development of schedules for office personnel. Bases on seasonal work load, changes and assures all schedules are in compliance with union articles of work as well as management policy and procedures. Must be constantly aware of all Department, Bureau and Park rules and regulations and policies and any changes to them and be able to interpret these rules and regulations and policies and relay this information to the public as well as park employees. Maintains and reports daily weather, dam and river flow records. Maintains and reconciles all automotive maintenance records and automotive histories. Maintains and reconciles all fuel and oil usage of the Park. Coordinates and maintains an accurate record of purchase and sales of all merchandise associated with the Park Office Enterprise System. Submits reports as required and restocks and recommends merchandise to accomplish a successful program. Coordinates and schedules office volunteers when available. Performs the duties of the Clerk Typist 2 as required when they are scheduled off, and performs related duties as required in order to accomplish efficient and safe operations. |

Work is performed with considerable independence and little review however changes to standard operational procedures are discussed in detail with the supervisor. |
