Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position supervises Park Region 1 Swing Crew consisting of one salaried Maintenance Repairman 2, one Equipment Operator B, and two wage Park Maintenance Workers, depending upon budget allocations. This position also supervises a Wastewater Treatment Plant Chief Operator. Work consists of scheduling and coordinating work projects throughout Region 1 parks, scheduling and moving swing equipment throughout Region 1 parks, instructing employees on the work to be performed, and working closely with all Park Managers/Park Maintenance Supervisors in all Region 1 parks to help complete these projects. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises Region 1 Swing Crew and acts as lead worker for skilled and/or unskilled park staff in maintenance and construction activities as well as scheduling and moving swing equipment throughout the Region. Responsible for interviewing prospective employees and recommending selection, evaluating performance; preparing and signing Employee Performance Review; receiving employee grievances; approving or disapproving leave. This position is responsible for operating a variety of equipment to load, unload, transport and deliver materials and supplies to all of the state parks assigned to the State Parks Region 1 Office. Equipment to be operated includes, but may not be limited to: John Deere Dozer 550 (or similar equipment) to build vehicular roads, parking lots and snowmobile trails; to clean stream build-up; to construct and level campsites; and to rough grade building sites. John Deere 544, Front End Loader (or similar equipment) to excavate, move and load excavated material and stockpiled material. John Deere 410, Industrial Tractor (or similar equipment) with front end loading bucket and rear mounted backhoe attachments to dig trenches for underground electric, telephone, sewer and water lines; to dig trenches for buildings; to excavate holes for holding tanks and fuel storage tanks; and to load excess excavated material and stockpiled aggregate material. Bobcat A-300 all-wheel steer loader and T-300 compact track loader with various attachments. Kobleco excavator to move dirt/debris, place materials, excavate ditches, and perform roadwork, trail work, etc. Vermeer stump cutters and Bandit brush chippers to assist with hazard tree removal throughout Park Region 1. Performs maintenance, as scheduled in operating manuals, on all equipment assigned to the Regional Office/Warehouse. Performs a variety of building, mechanical, and electrical trades in the construction, maintenance and repair of park buildings throughout the Region as necessary. Operates hand and power tools to include table saws, radial arm saws, planers, drill presses, grinders, routers, hand drills, handsaw, power hand saws, levels, squares and other assorted tools as necessary. Complete work according to general safety guidelines for the trade assigned by using appropriate safety and protective equipment. Perform pre- and post-operation checks of equipment to ensure safe operation and minimize wear of equipment and tools. Demonstrate proper safety procedures and discuss safety precautions and hazards. Report all workplace injuries or incidents to the appropriate authority. Correct any safety hazards in the work area and report them to the appropriate authority. Store all tools and materials in accordance with manufacturer recommendation to protect from unnecessary damage or injury. Read and interpret blueprints, schematics, or diagrams for a variety of projects encompassing different trades. Use the blueprints, schematics, or diagrams to plan and complete assigned work. Update and store the blueprints, schematics, or diagrams appropriately for future projects and assignments. Must obtain and maintain applicable PA Department of Agriculture Pesticide Applicator's License. Must maintain a PA Class C Driver’s License. Work assignments often require overnight stays at locations throughout the Region. Performs other duties as necessary. |
