Position Purpose:

The Director of Billing and Cost Recovery Management is a senior-level position within the Office of Administration responsible for the oversight of IT financial management, cost recovery mechanisms, and revenue strategies. This role ensures the financial sustainability of IT operations through robust billing processes, adherence to Commonwealth billing standards and approvals, close coordination with Office of the Budget (OB), and the implementation of best management practices to ensure agency compliance and the efficient allocation of resources. The Director provides critical coordination within enterprise teams (i.e., network, data, cloud, compute, telecom) and IT delivery centers to align financial objectives with operational execution and enterprise governance.

IT Financial Management and Strategy:

Oversee the development and execution of the Commonwealth's Technology Business Management (TBM) methodology to ensure transparent IT financial reporting. .

Administer comprehensive IT financial management policies, including forecasting, cost management, and investment approval processes.

Collaboratively ensure the accuracy of shared services billings and revenue tracking using SAP.

Advise and assist OA offices, senior leadership, and agency deputies in the establishment of financial management objectives, policies, standards, and strategic direction.

Billing, Cost Recovery, and FMOC Compliance:

Lead the design and implementation of cost recovery models to ensure equitable and accurate distribution of IT costs across agencies.

Assist in coordinating financial activities, ensuring all billing and revenue practices meet regulatory and operational standards, including those established through the Financial Management Oversight Committee (FMOC).

Coordinate with business areas regarding changes to shared services and cost apportionments.

Provide guidance on different chargeback approaches and when they should be leveraged, ensuring alignment with the Office of the Budget and Comptroller Operations.

Coordinate with Office of the Budget to ensure accurate data gathering for IT Shared Services billing, including unique billing elements such as detailed hours report and M365 license counts.

Lead efforts to standardize and streamline IT billing practices across enterprise teams and delivery centers to improve consistency, transparency, and customer understanding.

Coordinate with agency partners to review and communicate billing methodologies, allocations, and service changes impacting agency budgets and forecasting.

Governance and Best Management Practices:

Participate in crafting financial governance frameworks that prioritize IT investments and cost-effective service delivery.

Implement industry-standard best management practices for IT financial operations to drive efficiency and transparency.

Develop informal policies, practice guidelines, and toolkits to improve cost-recovery business processes.

Enterprise and Delivery Center Financial Management Consultation:

Promote customer-focused financial transparency practices that improve agencies’ ability to forecast and plan for IT expenditures.

Provide central coordination for all enterprise teams and delivery centers on billing and cost recovery matters, identifying and resolving billing discrepancies or revenue gaps.

Facilitate enterprise-wide communication and training on IT financial management and revenue strategies for delivery center leads.

Ensures clear communication regarding financial and operational data with a budgetary impact to all relevant stakeholders.

Continuous Financial Improvement:

Identify opportunities for improving business processes, specifically targeting cost-efficiency and revenue optimization.

Develop and track strategic cost recovery plans in alignment with agency objectives and enterprise policy.

Ensure consistency of management for various financial funding types and ensure compliance with established internal controls.

Identify opportunities to simplify billing structures, consolidate invoices, and improve the timeliness and clarity of billing communications to agency partners.

Travels as required, including overnight stays.

Performs other duties as assigned.

The incumbent will exercises substantial independent judgment and professional discretion in managing the Commonwealth’s IT financial operations and advising senior leadership on complex financial strategies. The incumbent is responsible for developing and implementing Technology Business Management (TBM) practices, designing costrecovery models, and ensuring regulatory and FMOC compliance across enterprise IT financial activities. Decisions require analyzing detailed billing data, forecasting methodologies, and service cost structures to recommend equitable funding approaches, resolve discrepancies, and improve financial transparency for agencies and delivery centers. The role determines bestpractice financial processes, establishes informal policy guidance, and leads standardization efforts that directly influence agency budgeting, enterprise IT cost management, and longterm financial planning. The incumbent must navigate competing operational, fiscal, and policy considerations with minimal oversight, escalating only the most complex or highly sensitive matters to senior leadership when necessary.
