Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews local education agencies’ (LEA) consolidated applications, funding adjustments, budget revisions and final expenditure reports in the eGrants system for Title I, II, III, IV and RLIS programs under the Every Student Succeeds Act (ESSA), with direct responsibility for checking for completeness of applications. Administers the fiscal components by reviewing all applications for accuracy and fiscal compliance and communicating any revisions to LEAs. Examples of specific areas: -Technical Assistance: Provide detailed technical assistance to local educational agency administrators on how to identify eligible attendance areas and review program applications to ensure adherence to federal regulations. -Budget Accuracy: check accuracy of original and revised budgets. -Budget Coding: check accuracy of budget codes. -Determining Minimum Allocations: Assist local educational agencies in determining the per-pupil allocations for each participating school attendance area; ensure required minimum allocations are met in Title I, II, III and IV applications. -Determining Private School Allocations: Ensures that the local educational agency has included private school low-income children in the determination of per-pupil allocations -Comparability: Advises local educational agencies regarding compliance with program requirements to ensure that state and local funds are distributed comparably among buildings. -Transferability: Provides guidance and technical assistance pertaining to the transferability of funds within ESSA programs -Carryover: Reviews and responds to requests for carryover of funds that exceeds 15% of the allocation within the previous 3-year cycle. -Exclusion Clause: Reviews and responds to local educational agency requests to administer Title I-like programs in ineligible buildings. -Administrative Costs: Reviews applications to ensure that local educational agencies do not allocate more than 5% of their total funds for administration. -Design & Deliver Presentations: design and deliver presentations at virtual and in-person trainings and conferences pertaining to rules and regulations of federal programs information, including fiscal compliance and non-public data. -Prepares email verification letters to LEAs. -Special Assignments: Perform special assignments as designed by Supervisor. |
