Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Provides engineering evaluations of abandoned mine sites, completes project development packages for the Cambria District Office Design Section, prepares reports and consults with Bureau staff. Potential project sites are located throughout the Commonwealth but are primarily in the bituminous region. Assists with permit review tasks for the Permit Review Chief of the Bureau of Abandoned Mine Reclamation, Cambria District Office, Erosion and Sediment Control Plans and Dam Safety and Waterway Management permits in accordance to Pennsylvania Chapter 102 - 105. All professional engineering work performed by you will be reviewed by your immediate Manager in accordance with Act 367, Engineer, Land Surveyor and Geologist Registration Law. Responsible charge oversight of engineering technical work is provided and reviewed by a Mining Engineer Manager, in accordance with Act 367, Engineer, Land Surveyor and Geologist Registration Law. The Manager of the Project Planning and Development Section also functions as the Pennsylvania Chapter 102-105 Permit Review Chief for the Cambria Office. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. All professional engineering work performed by you will be reviewed by your immediate Manager in accordance with Act 367, Engineer, Land Surveyor and Geologist Registration Law. Performs independent or joint field investigations into abandoned mine related problems at abandoned mine sites. Utilizes the principles of mining engineering, geology, mine design, mine and plane surveying, hydraulics, soils engineering, civil engineering and other engineering methods to evaluate the problem. Completes project development packages for submission to Department's Design Sections. Packages include preliminary design and cost estimates, site sketch including property maps and deed information, property owner contact forms, Pennsylvania Natural Heritage Program inventory searches, the scope of proposed reclamation, a general Environmental Assessment or a Categorical Exclusion Form to ensure compliance with the National Environmental Policy Act, federal forms required for eligibility of the site for funding and other forms required for the federal grant application, such as project completion forms. Prepares project scope and documentation for vetting approval of Abandoned Mine Land Economic Revitalization (AMLER) Program projects selected by the Cambria Office. Coordinates field investigations with the Office of Surface Mining Reclamation and Enforcement and provides additional project details. Assists with annual updates on AMLER projects. Utilizes basic computer software, such as spreadsheets, databases, and/or engineering software, to assist in the planning and development of projects. Enters project development information into the Department’s eFACTS database system. Maintains the Cambria BAMR District Office's Geographic Information System. Works with staff in other sections to ensure accuracy of AML and AMD features in the database. Coordinates the aerial photography requests of project sites assigned for design. Requests services, prepares plans, job descriptions and other information as required for obtaining property ownership information with the real estate staff. Maintains contact with property owners at project sites assigned for development to ensure the landowners are informed of the proposed work to be completed on their property and, to the extent possible, are in agreement with the designer as to the work to be performed. Completes Property Owner Contact Forms identifying necessary work items including any required mitigation work or standard design features, such as wildlife habitat enhancements, and assists the real estate staff, whenever necessary, to address landowner concerns during the obtaining of the Consent Right-of-Entry agreements/easements. Coordinates with other Abandoned Mine Reclamation, Cambria District Office staff such as engineers, hydrogeologists, geologists and surveyors to obtain project development or data such as drill log information, overburden characteristics, geological formation identities, water sample analysis or survey control data to make project related recommendations. Prepares other correspondence as required to provide information about projects to federal officials, other state officials, local officials or private citizens or groups. Assists other staff with Pennsylvania Chapter 102 - 105 engineering reviews for the Cambria District Office. Reviews and scores applications for the AML/AMD Grant Program. Serves as a grant manager for AML-related projects as assigned. Coordinates with the Grants Department for preparation and processing of grant paperwork and invoices. Travels to locations not served by public transportation. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
