Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The purpose of this position is to assist Highway Administration, District Offices, County Offices, and Central Office Bureaus to ensure proper pavement management processes and practices are adopted and followed throughout planning, programming, design, construction, and maintenance phases of pavement life. Provide guidance, establish and maintain quality standards, monitor progress, identify problems, and take/recommend action to resolve problems in the technical, policy, or procedural activities related to pavement management. Applies engineering principles and practices to make sound decisions and judgements related to the completion of work assignments.

Description of Duties:

Manages Pavement engineering, evaluation, Pavement Asset Management Systems as Unit chief within the Asset management Division.
A. Lead and coordinate Pavement Management for PennDOT
1. Lead the effort in the development and presentation of statewide performance measures and targets that are fact-based, aggressive, attainable, and within fiscal constraints. Participate in the development of each program update to determine the impact on performance measurement goals. Provide status reports and other program/project information.
2. Perform evaluation and analysis of pavement conditions to determine current and future needs. Provide fact-based (modeling) information on future needs and past accomplishments to facilitate rational planning and programming decisions in order to efficiently provide the desired level of service and support asset management decisions.
3. Uses software to model pavement distress over time based on traffic, climate, materials, and structure and advises management on decisions related to the plan, design, construction, and maintenance of pavement assets.
4. Manages and monitors standards and quality assurance controls for the roadway management system and pavement evaluation with engineering principles.
Evaluates the load carrying capacity to determine the type of pavement treatment.
5. Perform analysis of needs to determine recommended levels of funding by work category at a statewide level, and assess the impact on performance measures. Develop recommendations for the most cost effective and appropriate mix of maintenance, preservation, and capital improvements.
6. Assist the Districts and Counties in learning to use pavement management tools. Serve as an expert in the areas of pavement condition, performance, and management processes. Provide necessary information to the Central Office Bureaus, Executive Staff, Districts, and Counties.
7. Assist in the development of statewide guidelines for pavement management project selection. Assist in pavement policy and specification development related to the Pavement Policy Manual (Pub. 242), Specifications (Pub. 408), RC Standards, the Maintenance Manual (Pub. 23), the Foreman's Manual (Pub. 113), and other related sources.
8. Assist in the coordination of pavement management efforts as they relate to data collection and integration of Roadway Management System (RMS), Pavement Asset Management System (PAMS), Plant Maintenance, Multi-Modal Project Management System (MPMS), Engineering and Construction Management System (ECMS), GIS, and other pertinent information systems.
9. Design and Develop a historical database and graphical map interface to visualize pavement conditions and treatment needs on a County, District, and Statewide level.

10. Act as PennDOT's Posted & Bonded Roads (P&B) programs owner/manager.

B. Support and coordinate Statewide activities and operations, and provide technical documentation and guidance, related to pavement preservation and life cycle management.
1. Support and provide guidance to Engineering Districts and county operations to assess condition, determine needs and suitable treatments, program and prioritize pavement preservation projects, and manage the preservation of the State-owned highway network.
2. Develop and maintain maintenance policies and procedures on pavement maintenance for use by the maintenance community in the Pavement Policy Manual (Pub. 242), Maintenance Manual (Pub. 23), and other required publications. Monitor effectiveness and revise guidelines and procedures as required due to changing needs and objectives.
3. Develop and/or revise specifications and standard special provisions, including warranty specifications, for pavement preservation techniques for contract construction.
4. Serve as PennDOT's "technical expert" and authority in pavement preservation techniques for crack sealing, seal coats, micro-surfacing, recycling and asphalt resurfacing.
5. Review present practices, including productivity studies, research practices of other states, and review field testing of materials and equipment in order to evaluate and formulate guidelines, and develop best practices.
6. Write technical reports and procedures for pavement preservation techniques based on a variety of measures for a desired level of serviceability on the various functional classifications of highway systems, based on traffic volumes, traffic loads, pavement distresses, roughness, friction and structural integrity. These reports and procedures focus primary attention toward pavement preservation blending costly rehabilitation and reconstruction with low cost pavement preventive maintenance.
7. Coordinate with District Pavement Managers/Engineers and Maintenance Program Engineers in the use of pavement condition surveys, maintenance cycles, etc. to establish effective pavement preservation and resurfacing program.

C. Assist with and monitor pavement programming development.
1. Field views the interstate system in each district. Annually forecast surface improvement needs and project future pavement preservation needs.
2. Develop a priority list of pavement projects for the interstate system. Work closely with Engineering District and county personnel to develop a comprehensive Pavement Preservation Program for each county.
3. Provide a plan for implementation of the program through a strategic plan for maintenance project delivery for a four year period. Update the program annually to maintain a continuous four year plan.
4. Provide pavement management guidance, managerial and administrative direction, coordinate long-range and tactical planning, and program development. The product of these coordination activities will be utilized by the Center for Program Development and Management. Duties also include monitoring the project development process to expedite the timely delivery of projects.
5. Work with the Center for Program Development and Management (CPDM), Districts, Counties, other Central Office Bureaus/Deputates, FHWA, planning organizations, and various outside technical and professional agencies as necessary to provide liaison and coordination. Participate in related regional and national pavement management and pavement preservation efforts.
6. Monitor status and funding for the Interstate Management Program, Surface Improvement Program (SIP), County Maintenance allocation and other related pavement improvement programs.

D. Manages and provides overall program oversight relating to the Department's Posted and Bonded Roads Program as related to Heavy Hauling for natural gas extraction activities including Marcellus Shale and Unconventional Oil & Gas (UOG) activities.
1. Coordinates, plans, organizes, develops, recommends, provides, and reviews PennDOT's direction, guidance, and support activities.
2. Manages the development, updating, and maintenance of laws, regulations, processes, policies, and procedures.
3. Manages the establishment and maintenance of Program metrics and quality standards for all activities and operations.

E. Follow PennDOT and Bureau policies, expectations, goals, and objectives, report such to staff, and report the staff's concerns, needs, and accomplishments to Division Chief and upper management.
1. Maintain good working relationships with Engineering District and County personnel, co-workers, supervisors, vendors, and the general public.
2. Schedule and/or attend necessary meetings with other PennDOT personnel and management, or other non-PennDOT personnel, concerning unit issues, personnel, programs, or concerns, as well as other Division/Bureau/Section issues.
3. Attend scheduled staff meetings. Report concerns, needs and accomplishments of staff. Determine direction, policies, expectations, goals, objectives, etc. of unit.
4. Exhibit good work ethics by adhering to all time and attendance policies.
5. Participate in at least one training course, session, etc. to learn and/or implement relevant operations, procedures, and/or techniques.

Perform other related duties as required.

F. Safety

G. Succession Planning
1. Employees
a. Take an active role in succession planning by completing a Career Development Plan (CDP) in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tactic program/technical knowledge with other employees.
2. Managers/Supervisors
a. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

H. Department Green Plan
