Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

1. Coordinates and Supervises Unemployment Compensation Specialist 2(s) in conducting State Unemployment Tax Act (SUTA) Dumping investigations
2. Coordinates and Supervises Unemployment Compensation Specialist 2(s) in reviewing possible fictitious employers and processing of the different activities required when a fictitious employer is identified.
3. Coordinates and responds to requests for disclosure of UCTS data. This includes Right to Know requests.
4. Completing a wide variety of special projects as requested by management.

Description of Duties:

25% - Searches for suspected SUTA Dumping using the SUTA Dumping Detection System (SDDS), Google, CLEAR, LexisNexis, UCMS, and other available resources. Oversees operation of the SDDS including working with the Office of Information Technology and the US Department of Labor to troubleshoot and improve the system. Analyzes employee movement among employers, all aspects of business ownership and control, and business relationships to determine if SUTA Dumping is suspected.

25% - Investigates suspected SUTA Dumping cases. Researches all types of business operations and employment, employee movement, ownership, control, and all related issues. Evaluates rates and employer experience to determine if rates were incorrectly reduced. Concludes investigations by gathering evidence and recommending actions to complete required transfers of experience and collect delinquent taxes and interest. This includes conducting interviews and corresponding with employers and their representatives as needed to acquire the appropriate information and determine the facts of the case.

20% - Investigates possible fictitious employers identified by business rules in UCMS or by L&I staff. After investigation is completed, completes the UCMS possible fictitious employer tasks indicating whether the account is a fictitious employer or that employer was verified. If the account is identified as a fictitious employer, carries out the prescribed procedures to process the fictitious employer.

10% - Oversees all aspects of the SUTA Dumping investigation and resolution process and controls all cases. Maintains a database of all suspected SUTA Dumping cases, tracks each case through all steps of the process, coordinates meetings, and issues updates. Reports successful closure of all SUTA Dumping cases and compiles quarterly results for inclusion on reports sent to the USDOL.

10% - Supervises one or more Employment Security Specialists in all aspects of SUTA Dumping and special projects. Plans work, prioritizes tasks, issues assignments, evaluates work performance, and conducts other general supervisory duties.

5% - Responds to all disclosure and “Right-to-Know” requests as the bureau disclosure officer. Evaluates requests including the existence of appropriate information and makes a determination if it should be disclosed under the law. Collects and provides proper documentation and respond the Department’s disclosure representative. Represents the bureau in legal actions and gives depositions as required.

5% - Manages the CLEAR licenses for all UCTS staff. This includes providing CLEAR licenses to new staff members in eligible positions and maintaining a listing of UCTS staff and positions that are eligible for a CLEAR license.

5% - Conducts all types of special projects at the request of management. Conducts SUTA Dumping training in orientation and as needed for UCTS staff. Acts as the bureau liaison with the USDOL for all SUTA Dumping and SDDS issues. Participates in SUTA Dumping related conferences as necessary.

This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information.

Plans, directs, and coordinates the operations of the Special Projects Unit including setting priorities and assigning work. Reviews and analyzes information to determine if further investigation is warranted. Investigates potential SUTA Dumping occurrences by analyzing employee and employer data and then determines the veracity of information and impact on the UC Trust Fund. Makes determination if an account is a legitimate or fictitious employer.
