Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Orders, receives, stores, and distributes Lottery-related materials and supplies for an Area Office of the Sales & Retail Operations Division, Pennsylvania State Lottery, and maintains records in support of these activities.

Description of Duties:

Monitors inventory levels and orders Point of Sale (POS), scratch-off ticket dispensers & displays, literature holders, terminal-based ticket stock, scratch-off tickets, play slips and other related supplies from Lottery headquarters and vendors as needed for the Area Office.

Identifies obsolete materials and recycles/destroys locally after gaining approval from the Area Manager.

Maintains accurate Area Office inventory through the Inventory Module in the Employee Portal, and ensures all scratch-off tickets and terminal-based ticket stock are accounted for by comparing physical inventory with system reports. Upon receiving notification of a scratch-off game closure, runs system report used to verify inventory of that game’s ticket stock, and arranges for return of all tickets from closed scratch-off game(s) to designated location.

Receives scratch-off tickets (full and partial packs) and receipted terminal-based ticket stock returned from District Lottery Representatives (DLRs) or retailers, and process accordingly. For terminal-based ticket stock, verifies accuracy of the receipt, initials it, and returns a copy to the DLR, files a copy, and packs a copy in a box with the ticket stock to be sent to headquarters.

Deactivates and activates alarm systems and secures entrances/exits of the building each day to ensure proper security measures are employed at all times to prevent loss or compromise of stored items.

Ensures that terminal-based ticket stock is stored behind a double locked door in accordance with MUSL rules and Lottery security policy.

Receives shipments of Lottery-related supplies, scratch-off tickets, terminal-based ticket stock and all marketing materials. Checks delivery manifests to ascertain receipt of the correct items in the proper quantities and signs receipt to indicate acceptance; and forwards all drop-shipped manifests to the Purchasing division at Lottery headquarters.

Separates any boxed item weighing more than 60 pounds into containers of lesser weight in order to facilitate safe movement of the items.

Establishes and maintains accurate control documents for requisitioned supplies, returned ticket stock, and delivery manifests; maintains efficient storage of the documents; maintains inventory control records to reflect ascending/descending balances.

Maintains records on all promotional tickets, merchandise and coupons received in the warehouse. With Area Manager approval, allocates promotional tickets, merchandise and coupons to the designated DLR for distribution. Records and files any associated paperwork.

Maintains inventory and distribution to DLRs of the electronic devices and related supplies, as directed by the Area Manager.

Maintains uniform inventory and verifies uniform orders received, as directed by the Area Manager.

Unloads delivery trucks and moves pallets of materials around the warehouse for safe storage; either manually or by using an electric forklift, pallet jack, and/or dolly; and maintains forklift certification.

Allocates and distributes marketing materials to DLRs.

Prepares DLR orders for scratch-off tickets, terminal-based ticket stock, POS, and supplies to be picked up at the Area Office or delivered in the field.
Assigns scratch-off tickets and terminal-based ticket stock directly into the DLRs inventory.

Assists DLRs with loading materials into their Commonwealth issued vehicles.

Assists DLRs with deliveries to retail locations, as directed by Area Manager.

Assists DLRs with merchandising and delivering and completing Best Practice elements at retail locations, as directed by the Area Manager.

Drives cargo van or other Commonwealth vehicle to Area Offices, retailer, or meeting locations to deliver supplies.

Maintains Area Office vehicle fleet per Commonwealth guidelines which includes obtaining required state inspections, routine maintenance, and completes required automotive reports. Keeps an accurate inventory of spare vehicle keys.

Receives automotive supplies and ensures issuance is made to the correct vehicles.

Receives all automotive service receipts and Accident Reports, ensures proper completion and forwards to Automotive Officer at Lottery headquarters.

Maintains clean and safe storage area by sweeping floors and ensures boxes/supplies are properly stocked on shelves or in areas out of regular travel path.

Assists in answering telephone calls, taking messages, assisting with office paperwork, and providing general information to the public and DLRs. Refers complex or policy matters to the Area Manager for resolution.

Enters into the PC-based inventory system on a timely basis, all supplies issued to the DLRs, and tracks area office supplies’ usage.
