Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a key management senior staff level, policy-making and advisory in the Bureau of Air Quality, PA Department of Environmental Protection with considerable independence. The Environmental Program Manager (EPM) in this position serves as the Assistant Director of the Bureau of Air Quality and is responsible for coordinating regulatory development activities, the Bureau’s finances and support services, interfacing with Field Operations and the Regional Air Program Managers,and overseeing local air pollution control programs. The Assistant Director acts for the Bureau Director in his absence. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Acts for the Bureau Director in his absence. Interfaces and coordinates with the Field Operations Air Program to ensure regional consistency in air program activities. Interfaces and coordinates with federal, state and local agencies on applicable law and regulations. Works with approved local air pollution control agencies to assure compliance with federal requirements, consistency with the State Implementation Plan and compliance with the conditions for approval of the local air pollution control programs. Confers with appropriate Bureau of Air Quality staff concerning commitments and deliverables under the federal Section 103 and 105 grants. Coordinates and reviews the progress reports relative to Bureau and Field Operations programmatic milestones. Consults and coordinates with the Bureau of Information Technology, Human Resources, Fiscal Management and Office Services on matters impacting the Bureau. Coordinates the processing of applications for financial assistance requested by the approved local air pollution control agencies under the Title V Program. Manages the preparation and monitoring of the Bureau’s budget and provides oversight of contracts and purchasing. Monitors expenditures of the Clean Air Fund. Manages development and implementation of the Bureau’s training plan. Serves as the Bureau of Air Quality representative on the Training Committees for the Mid-Atlantic Regional Air Management Association and the National Association of Clean Air Agencies. Oversees the development of briefing materials and documents for senior management. Oversees and monitors regional Standard Operating Procedures (SOP) training. Promotes the Departments mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The EPM receives work assignments from the Bureau Director. Assignments are received with broad general instructions and assigned to subordinates, as appropriate, to implement the requirements of the Clean Air Act, PA Air Pollution Control Act and regulations adopted on the acts. Certain projects are initiated and carried out independently. The employee in this position proceeds independently, formulating detailed plans of work for subordinates so as to timely and successfully complete projects. The work is reviewed in order to determine whether the assigned tasks and program requirements are fulfilled. The EPM is afforded discretion to implement and achieve department goals and objectives and to ensure that federal grant commitments and deliverables are submitted to EPA in accordance with Work Plan activities negotiated between EPA and PA DEP. The employee in this position proceeds independently, formulating detailed plans of work for subordinates so as to timely and successfully complete projects. The work is reviewed in order to determine whether the assigned tasks and program requirements are fulfilled. Decisions that impact other Divisions with the Bureau, other Bureaus or regional offices within the Department or federal, state and local agencies require the Bureau Director’s concurrence. |
