Sanitarian/ Environmental Trainee

Job responsibilities encompass a broad range of program areas involving health and environmental sanitation. The program areas include: Public and private water supplies, bottled water, schools, emergency sanitation and environmental assessments. This work is critical in providing for the health and safety of the citizens of the Commonwealth.

If this position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Sanitarian.




Description of Duties:

Public Water Systems:
Responsibility for implementation of state policy for monitoring, surveillance, and enforcement of the Pennsylvania Safe Drinking Water Act. Conduct detailed sanitary surveys of water systems and contributing areas for the sources of these supplies and make recommendations for needed improvements, expansion, and water quality studies. Also provide detailed technical consultation and interpretation of chemical, radiological, and bacteriological contamination problems. Review treatment effectiveness and provide consultation on proven treatment techniques and chemical and treatment interaction. Evaluate various problems occurring with public water systems with regard to support of public funding to help solve these problems. Maintain list of problem water supplies for setting priorities for additional inspectional activities and funding recommendations. Pursue enforcement action as it becomes necessary, including: Preparation of Compliance Notices, Notices of Violation, and Field Orders.

Become familiar with the operation of personal computers in order to effectively manage data in various program areas. Ensure all water supplies are in the PA drinking water inventory system (PADWIS). Responsible for inputting and correcting all inventory data in PADWIS for assigned public water systems. Responsible for inputting and evaluating violations and compliance status for public water systems in environmental facility application compliance tracking system (eFACTS).

Apply the basic principles of hydrogeology and chemical migration properties to assess the vulnerability of all community and non-transient non-community public water sources in their field area from potential sources of contamination by synthetic organic contaminants, inorganic contaminants and volatile organic contaminants and use this information to review waiver renewals of monitoring requirements for those contaminants. Determine amount of fee required by the department by service population of supply and receive the appropriate fees to perform the evaluation.

Assist in conducting preliminary survey of proposed transient and non-transient water supply locations as requested. Apply hydrogeologic principles and wellhead protection guidelines to assist in well site location. Provide guidance for new source sampling requirements according to the Regulations. Evaluate water test results and give guidance on needed treatment/structures.

Conduct evaluations of all community and non-community water supplies as outlined in the program plans and follow-up evaluations as necessary to assure compliance with the Department’s regulations. Also, respond to complaints and specific requests.

Collect samples of water in support of various program activities and ensure proper methods of handling to protect validity of sample. Samples are to be collected using proper Personal Protective Equipment (PPE).

Consult with and provide technical information to facility owners, operators, homeowners, engineers, lawyers, legislators, civic groups and state, local and federal personnel. Conduct on-site training to individuals concerning any areas of the Safe Drinking Water Program. Respond to emergencies and assist in training to individuals and help with trouble shooting problems. Provide formal training to regulated community. Locate conference rooms. Notify all parties of meeting time and date. Organize and provide a training agenda to all participants. Prepare audiovisual materials and handouts as needed for proper instruction of the material. Obtain and operate audio-visual equipment to provide stimulating instruction. Training topics include, but are not limited to, rules and regulations, interpretation and administration, new technologies that are being developed, purpose and scope of regulations, general water operator information for proper water treatment and operation, record development and maintenance, monitoring requirements and compliance issues. Provide each water supplier instructions to access the Drinking Water Reporting System (DWRS) so they can access individualized compliance monitoring requirements.

Provide training and technical requirement guidance for operation and maintenance plans and emergency response plans for water supplies. These plans are developed independently for each community public water system. Review all operation and maintenance plans and emergency operation plans for each system.

Participates in the review and approval of non-community water system applications, such as treatment system modifications and public water system transfers. Such reviews include the application of engineering design standards to ensure that all water treatment facilities and all new water sources are designed in a manner, which maximizes the protection of the public health and complies with department and industry design standards. Conduct site visits of proposed water supplies and make recommendations based on basic hydrogeologic considerations and potential for source contamination.

Know, use, calibrate and maintain equipment as necessary to accomplish the program plan including: Visual Aid Equipment, Water Clarity; and Chemical Testing Equipment, Photo Equipment, Depth, Sampler, etc.

Initiate compliance referrals for escalated enforcements such as Consent Order and Agreements and Assessment of Civil Penalties, and/or provide testimony in cases of violations of the Bureau’s Laws and Regulations as a final means to assure compliance and protection of the public health.

Attend public meetings when necessary to provide information regarding these programs.

Review and follow-up on operational reports and sample results taken and/or received from facilities or private owners.

Produce and/or participate in educational activities designed to give facility owners and the general public a better understanding of the need to improve environmental protection and improve compliance with the Bureau’s laws and regulations.

Private Water Supplies:
Evaluate problems and conduct surveys to determine the possible needs to promote extension of existing water systems or to create new public supplies in areas having high frequency of problems with on-lot water systems. Provide technical assistance to alleviate problems associated with poor water quality, construction of supply, or other pollution problems.

Within these programs, the Sanitarian is responsible for the following general activities in addition to other duties as required or assigned.

Complete all paperwork and correspondence in a timely fashion that is necessary to assure that facility owners and/or operators have been properly notified of inspection results, that questions and requests for technical consultations have been answered and that the proper records are available for all activities.

Respond in a timely fashion to needs and emergencies as dictated in the State Emergency Response Plan. Initiate compliance referrals, and/or provide testimony in cases of violations of the Bureau’s Laws and Regulations as a final means to assure compliance and protection of the public health.

Cooperate with other local, county, state and federal agencies in attaining the Bureau’s goals and objectives.

Stay abreast of new developments in both technical and regulatory areas of these new programs.

Provide input into the development of regulations, policies and laws via review and comment.

Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OPPEA by attending site visits as assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with regulated community.

Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel.

Promotes the Department’s vision.

Inputs appropriate data in a prescribed format to meet data quality standards set for by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Work is assigned on an annual basis using program-specific goals and objectives to prioritize work. The Sanitarian plans their work on a weekly basis. Work is reviewed through reports, written/oral correspondence, conferences and observations. Supervisor is either present at work location or reviews inspection reports and written correspondence.

The trainee level requires direct supervision by the Sanitarian Supervisor for a period of at least 12 months but not to exceed 24 months. Employee performance is reviewed under the Commonwealth’s EPR system, with a review occurring at least semi-annually.
