Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position performs advanced technical work in the regulatory review of liquor license and permit applications in support of the selective licensing program and develops/provides licensing training to Licensing Bureau employees

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Establishes items to be covered for the various classification levels in conjunction with the Director's Office and integrates procedure changes into refresher training outlines.

Develops and conducts initial licensing program procedural training for clerical, technical and specialist staff, and all refresher training for updated or new procedures as directed.

Works with supervisory and management staff to evaluate employee progress based off of training reports, identifies performance problems, and develops training outlines and presentations to improve performance.

Develops licensing procedural (desk) manuals to assist with day-to-day processing of license and permit applications. The employee transfers procedural manuals to licensing web pages and continues with the maintenance and updates of the procedures.

Handles and completes special projects/reports as required by the Director of Licensing.

Responsible for the disseminating information on changes in legislation in a format on the intranet to licensing employees.

Work is performed independently on routine and complex assignments that involve the examination and review of all types of transfers and new applications. Employee will request investigations when necessary, and approve or recommend disapproval of license and permit applications in accordance with legislation and Board policies/regulations controlling the manufacture, purchase, transportation, storage, delivery, sale and consumption of liquor, alcohol, and malt or brewed beverages. This involves summarizing discrepancies in the form of a decision sheet and reviewing the report of investigation to determine the eligibility the applicant and the premises to be licensed. If requirements are not met, the employee is responsible for preparing correspondence regarding deficiencies and processing the case to conclusion. In some instances, it is necessary to prepare the case to be presented to a hearing and/or to the board for decision. The employee will prepare resumes of complex cases for referral to upper-level management personnel for review and advise as to approval at the administrative level or referral to the governing board or hearing examiner.

Examines the eligibility of the individual applicant or corporation and the premises as set forth in the application. Will determine through review and examination the acceptability of legal documents such as agreements of sale, partnership agreements, leases, court orders, franchise agreements, IRS seizures, bankruptcy orders, opinions, liens and writs.

Examines the pertinent computer files of the PLCB+ System for complaints, convictions, citations, suspension, appeals, hearings and any other irregularities or pending action, which affect the eligibility of the applicant and/or premises, as well as for any other pending applications.

Provides information regarding case status to applicants, licensees, attorneys, legislators, as well as to agency personnel through written or oral correspondence and electronic mail.

Issues approval and authority to operate and arranges for delivery via PLCB+ system, mail, facsimile equipment, personnel messenger, e-mail and overnight mail delivery services.

In connection with case review and special direction from the Chief of Licensing, the employee will compose requests for investigation, letters, and other correspondence pertaining to licensing matters.

Through use of a PC, the employee will input, maintain, and update data on the PLCB+ and verifies tax clearance information.

Maintains daily and weekly reports for all work accomplished.

Performs other work as assigned.
