Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for the review of transportation projects in the Southeast Region and is funded by the Moving Ahead for Progress in the 21st Century Act (MAP21). In this role, you will perform technical permit application reviews, consultation activities, inspection, and compliance activities in relationship to the Dam Safety and Encroachment Act, Chapter 105 and Chapter 102. This position also functions as an engineering position in the Dams and Waterways Section in the Waterways and Wetlands Program and primarily includes performing engineering work in the field of hydrology and hydraulics as required for implementing the statewide programs on waterway management and flood plain management mandated by the Dam Safety and Encroachments Act, the Clean Streams Law, and the Flood Plain Management Act. A secondary function of this position is involved in performing independent and engineering work in the field of hydrology and hydraulics as required for implementing the statewide programs on NPDES Stormwater Construction Permitting, Erosion and Sedimentation Control, and Post Construction Stormwater Management as mandated by the Clean Streams Law, and the pertinent regulations promulgated there under; including Chapter 102, Erosion and Sediment Control and Stormwater Management, and Chapter 93, Water Quality Standards. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Follows programmatic, departmental and regional Standard Operating Procedures (SOPs), Program Clarification Memos, and protocols in the performance of the following specific duties. 1. Responsible for conducting the detailed review and processing of Chapter 105/106 Water Obstruction and Encroachment Permit Applications. This review involves general to complex engineering problems in hydrology and hydraulic design of structures to assure adequacy and conformance with the Department’s Rules and Regulations. 2. Draft Record of Decision (ROD) and deficiency letters with regulatory citations, making recommendations to the Section Chief and Program Manager. 3. Perform field investigation of dams, stream encroachments, water obstructions and wetlands and determination of jurisdiction under the Dam Safety and Encroachments Act, and Flood Plain Management Act. These investigations may be prompted by citizen complaint, in-progress permit review, referral or other source. Performs initial site inspections of emergencies and provides necessary information, as requested. 4. Provide technical assistance and interpretation of the Dam Safety and Encroachments Act, Storm Water Management Act, Comprehensive Stormwater Management Policy, Flood Plain Management Act, Clean Stream Laws, Clean Water Act related to construction site NPDES permitting, and the Chapter 91, 92, 93, 102, 105, 106 regulations. 5. Review and acknowledge General Permit Registrations upon receipt of complete submission. Review requests for waiver of permits and request for permitting determinations for dams, water obstructions and encroachments to determine if a waiver or no-permit letter can be granted in accordance with the Rules and Regulations. 6. Perform the following duties associated with dams: a. Perform inspection of existing Category 1, 2, 3 and 4 dams in accordance with the schedule established by the Division of Dam Safety and provide written reports describing the current condition. b. Perform unscheduled inspections that may occur following flooding events and/or dam emergencies. c. Inspection of permitted dams under construction in accordance with established schedule and provide written reports as to the current status and progress. 7. When necessary, assist in the determination of appropriate enforcement action to be pursued against a violator to assure compliance and coordinate the necessary action with Compliance Specialists in CRI Section. 8. Identifies issues encountered and recommends solutions to Section Chief that would reduce workload and improve processing - while still fulfilling the overall goals and objectives of the permitting/regulatory program. 9. Enters and updates appropriate permit application data into eFACTS and follows Standard Operating Procedure with regard to the Department's Permit Decision Guarantee (PDG). 10. Serve as a witness at district courts, County Court, Environmental Hearing Board and Commonwealth Court in Commonwealth initiated legal actions to effect compliance with applicable statutes. 11. Provide technical assistance to conservation district technical staff. 12. Conducts engineering reviews of erosion and sedimentation control plans submitted with applications for Department permits and as required by other Department regulations or policies. 13. Participate and/or conduct pre application meetings with consultants, developers, public officials and property owners. Attends meetings to communicate to the general public, governmental officials, engineering groups, and others the varied water resources program areas of the Department. 14. Conduct Form 1 project coordination reviews. 15. Establishes and maintains a good working relationship with other federal and state agencies having regulatory and management programs that overlap the Department. 16. Participates in Department and Regional activities, programs and seminars. 17. Maintains current engineering and scientific knowledge base and utilizes the latest technology practices in the performance of required duties. 18. Participates in watershed management initiatives. Participates in various activities associated with the Growing Greener/Watershed Stewardship Grant Program. Performs site inspections, provides technical assistance and permitting guidance. Assists Watershed Managers with project management and grant application processing on an as-needed basis. 19. Participates in the Pollution Prevention Program in the region. This involves: (1)providing information to industry on pollution prevention seminars sponsored by the Department; (2) attends regional pollution prevention training set up by the regional OPPCA Team; (3) considers pollution Prevention when conducting reviews of E&S and PCSM Plans. 20. Understand and promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice. 21. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
