Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is assigned to Business Management providing support to the Clean Water, Safe Drinking Water and Waterways and Wetlands programs. The responsibilities of this position are processing the regional Clean Water Program Manager's incoming/outgoing mail, copying, maintaining databases and calendar Management. Typing documents for the Clean Water Program, including letters, reports. Processes NPDES Part I and WQM Part II permits applications, answers incoming calls, reports and general clerical duties. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Permit Processing: Processes NPDES, WQM Part I and Part II, MS4s and General Permits, PAG-04, 05 and PAG-12 permit applications, which includes cancellations and transfers. e-Permitting - Retrieves and directs public upload permit applications to the program supervisor or appropriate personnel, for review. Performs administrative reviews consisting of a list of required attachments and documents, appropriate signatures and notarizations, permit application fee check, compliance with Act 14 notification requirements, and General Information Form (GIF), maintains documentation of each incoming permit application transaction by county. Inputs permit applications into eFACTS as received, assign permit numbers, log and track permit/applications. Processes and transmits application fees to Fiscal Unit for deposit, under appropriate account codes and prepares a Pennsylvania Bulletin notification of all Part II permit applications received for publication. Records Management - Receives files with deficiencies that needs to be researched and queried in eFACTS to determine accuracy. Request all associated files as needed to correct, purge and/or prepare for scanning/microfiche. RTKL - Maintains all RTKL e-mail notifications, redirecting all requests to the Clean Water program personnel, documenting any responsive information. Telephones: The primary responsibility of this task is to effectively communicate and provide environmental information to the general public, and departmental personal. Redirect calls to appropriate agencies, having an overall knowledge of DEP AND Bureaus within. Receives environmental complaints and forward to appropriate personnel for action. Forwards DEP literature upon request. Mail Distribution - Receives, date stamps and distributes incoming documentation to the appropriate personnel. All outgoing mails are processed daily according to administrative procedures. Supply Order - Maintain program inventory and submit order as needed by programs. General Clerical Duties: Copying Faxing Create and maintain desk manual and update as needed. Acts as a backup for the Safe Drinking Water and Waterways and Wetlands programs, as necessary.
