Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assesses the need for training, develops training materials, and implements training for individual conservation district staff on administrative and technical reviews of Erosion and Sediment Control (E&S) and administrative reviews of Post Construction Stormwater Management (PCSM) Plans. Conducts one-on-one training, or group training, as the situation dictates. Answers technical questions about the Chapter 102 construction stormwater program from CCDs, Department regional offices, the regulated community and the public. Assists conservation districts with public outreach/training sessions on the Chapter 102 construction stormwater program. As requested, assists CCD and Department regional office Chapter 102 permitting staff with the evaluation of E&S and PCSM Plans by reviewing complete designs including drawings, design specifications, and computations, and offering recommendations to staff. Independently conducts detailed review and analysis of erosion and sediment control and post construction stormwater management plans submitted for approval or with applications under the Chapter 102 regulations. Work includes: • Reviewing hydrologic and hydraulic computations, design and installation of channels of conveyance and best management practices, stabilization measures, construction techniques, materials specifications, and soils and agronomic considerations to ensure adequacy and conformance with the Department’s regulations, policies, and guidelines. • Reviewing erosion and sediment control plans in accordance with the Department’s Erosion and Sediment Control Manual. • Reviewing post construction stormwater management plans to implement Pennsylvania’s comprehensive Stormwater Management Policy using the Department’s Stormwater BMP Manual. • Coordinating permit reviews with delegated County Conservation Districts. • Preparing technical deficiency letters, written record of decision and permit documents, including recommending permit conditions based on independent judgement and professional expertise. Participates in the evaluation of conservation districts’ and DEP regional offices’ administration of delegated duties in the Chapter 102 construction stormwater program. Provides engineering assistance as requested to other Department programs that provide for erosion and sediment control and post construction stormwater management. Determines the extent of plans required for each specific project. Assists with program development initiatives, including the development of new statewide guidance and revisions to the program’s existing guidance. Provides expert technical testimony for Department litigation actions. Independently performs or monitors preliminary engineering and other technical studies and investigations, and prepares reports, plans, and specifications. Assists in the development of engineering components of a statewide environmental regulatory program, including regulations, policies, standards, procedures, methods and technical guidance. Reviews proposals for innovative or alternative E&S and PCSM technologies and best management practices and recommends approval or disapproval to the supervisor for authorization of use on specific projects or statewide use. Complies with established policies and technical and administrative Standard Operating Procedures. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
