Supervisory position directs maintenance, repair and operation of fleet of automotive and construction/maintenance equipment, and supervises Labor Foreman 2 in all groundskeeping responsibilities. Functions under direct supervision of Facility Operations Manager 4 (FOM4), and is guided by contractual/memorandum agreements, State Motor Vehicle Code, Department of Human Services (DHS) rules and regulations, and Clarks Summit State Hospital policies and procedures. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Employee is responsible for ensuring objectives of Transportation/Grounds department, including providing safe vehicles for patient and staff transportation, maintaining operating/maintenance vehicles, must maintain campus grounds which includes removal and trimming of unwanted growth of vegetation, grounds maintenance including snow removal, and providing essential and necessary services to ensure quality care of patients. Services include, but are not limited to: patient escort, pickup and delivery of meals, laundry, mail, etc., and planning and directing a program necessary to ensure maximum operating efficiency for all equipment under its control. Assigned duties and responsibilities consist of directing, controlling and coordinating all automotive services at Clarks Summit State Hospital. Assign and supervise work of Transportation department staff, consisting of a Mechanic, Labor Foreman 2, Semi-Skilled workers and Equipment Operators. May also supervise employees from other departments utilized in Transportation/Groundskeeping department during extreme weather situations, i.e. snowstorms, wind storms, etc. Direct activities of staff with respect to operation of vehicles, vehicle maintenance and upkeep, as well as cleaning and maintenance of garage and surrounding exteriors as required. Prepare work schedules to provide coverage seven (7) days per week and for emergency situations should they occur. Coordinate, control and dispatch vehicles to authorized employees. Dispatch proper equipment to jobs where needed. Maintain all necessary records in conjunction with automotive services, preventative maintenance, inventory, etc. Perform and/or assign tasks for necessary repair and maintenance of each vehicle on a routine basis and as required. This and other services are applicable to all gas-operated pieces of equipment and vehicles, including cars, passenger vans, buses, pay loaders, front end loader, backhoes, tractors, trucks, fire engine, transport vehicles, various pumps and generators and riding mowers. Supervise Labor Foreman 2, who plans, directs and coordinates all tasks associated with care and maintenance of hospital grounds, including assigning tasks such as lawn mowing, maintaining shrubbery/flower gardens, controlling weeds, pruning trees, fertilizing soil, planting trees, raking leaves, shoveling snow, operating snow removal equipment, etc., and provides needed labor to load/unload trucks, move supplies, furniture, etc., as well as assisting other Maintenance shops in various tasks when necessary. Provide recommendations for non-recurring maintenance projects concerning the grounds such as road paving, guard rail installation, tree removal, and general landscaping projects. Assist FOM4 in preparation of specifications for non-recurring projects associated with grounds. Assist FOM4 by planning and supervising demolition projects. Plan and schedule work assignments as to priorities, timing, weather, etc. and/or in conjunction with various trades when necessary; assign, supervise, and direct work of subordinates. Accomplish necessary tasks efficiently and according to schedule. Develop/direct/implement a schedule for snow removal, repair and maintenance of power lawn mowers, gang mowers, snow blowers, salt spreaders, hand tools, or any equipment relative to department. . Prepare requisitions and specifications for service purchase contracts for grounds activities, e.g., tree and tree stump removal. Prepare for approval and process internal Stores requisitions and SRM shopping carts necessary to secure materials and supplies daily. Responsible for job assignments, routine discipline and counseling. Document degree to which staff members accomplish their major duties; conduct supervisory conferences; complete performance evaluation reports; conduct progress reviews; review and update job descriptions; develop or modify performance standards; observe and apply performance standards. Responsible for all recordkeeping associated with Transportation/Grounds department, including Daily Automotive Reports, Purchase Requisitions, and employee time records. Insure application of controls necessary for accountability of tools and supplies assigned to unit, in addition to stock in storage, during working hours. After hours and on weekends, Security handles. Edit and update Hazardous Substance Survey Form annually; maintain updated Right-to-Know binder with all required SDS information. Complete accident/injury reports; schedule initial doctor appointments for injured employees. Interview and conduct background checks on prospective employees. Timekeeping duties, including but not limited to: input leave in SAP as needed for subordinates; complete weekly time sheets and submit to secretary, along with leave slips and any accompanying paperwork. Report any problems or deficiencies in the physical plant or equipment to immediate supervisor. Perform related work as required. ESSENTIAL FUNCTIONS: Supervise, coordinate, inspect and evaluate work performed in maintenance, repair and operation of such automotive, groundskeeping and construction equipment as automobiles, trucks, buses, hi-lifts, front-end loaders, backhoes and leaf/snow removal equipment. Prepare and adjust work schedules. Direct a program of preventative maintenance and repair for assigned equipment and buildings. Review and evaluate work performed by mechanic, equipment operators, labor foreman and semi-skilled laborers for quality and quantity of work accomplished. Inspect assigned motor vehicles and equipment to determine need for and extent of repairs or maintenance. Direct custodial upkeep, maintenance and repair of garage, garage or groundskeeping equipment and shop buildings. Supervise Labor Foreman 2 responsible for groundskeeping activities, supervise garage and equipment operators, prepare and sign performance evaluation reports, interview prospective employees and recommend employee selection, approve or disapprove leave requests, investigate complaints and grievances and/or recommend disciplinary action. Investigate and prepare accident reports involving personnel. Maintain time records, complete required operations records and reports, maintain inventory and order supplies and materials as needed and requisition replacements for obsolete equipment. Obtains and maintains Crisis Response/Intervention certification through vendor approved by the Commonwealth. |
