Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. OVR’s DIVE Program: Designs, launches, evaluates, reviews effectiveness, and implements programs focused emerging trends and creating a culture of diversity and inclusion that drives retention. Develops and implements OVR's Diversity Inclusion for Vocational Excellence strategic plan. Implements diversity and outreach functions as they relate to individuals from culturally diverse backgrounds and unserved or underserved groups in accordance with the Comprehensive Statewide Needs Assessment and the Workforce Innovation Opportunity Act (WIOA). Provides diversity, equity, inclusion, and accessibility subject matter expertise through consultation on best practices to drive strategic goals and objectives; and learning supports for staff and leadership. Interacts with stakeholders, executive staff, administrators, internal staff, customers, and surrounding communities. Provides direct support to division, district offices, and the Hiram G. Andrews Center related to diversity, equity, inclusion, and accessibility areas including developing and implementing outreach programs geared for racial and ethnic minorities who traditionally have not accessed VR services. Plans, designs, develops, modifies, and provides strategic direction for training on cultural competency, disability, building a diverse workplace, and other topics designed to enhance cultural awareness. Partners with and cross-collaborate with internal and external agencies and bureaus within the Commonwealth to ensure programming supports the program area's vision, core values, and strategic goals. Establishes and maintains internal tracking systems, policies, and competencies to allow for effective measurement of OVR's Diversity Inclusion for Vocational Excellence program. OVR HR Liaison: Serves as the primary point of contact and liaison with human resource (HR) staff and Equal Employment Opportunity (EEO) staff for all employees within OVR and ensures that all actions are accomplished in accordance with policies and procedures and the delivery of ongoing internal guidance and training related EEO operations and Title VII of the Civil Rights Act. Determines and develops internal Vocational Rehabilitation policies and procedures. Creates, maintains, and improves Standard Operating Procedures (SOPs), guidance, internal and external forms, and electronic resources for management staff on internal HR related functions. Develops, analyzes, and implements various types of reports, complement updates, tracking spreadsheets, and presentations regarding all hiring and separation actions in collaboration with internal and external managers as needed. Interprets data, prepares reports of findings and defines staffing data, trends, best practices, concerns, recommendations, and priorities to be utilized by executive, division, and district office staff to make necessary decisions in compliance with applicable policies, procedures, laws, regulations, and labor union requirements. Evaluates and compiles data analytics and program assessments to complete major sections for the Comprehensive State Needs Assessment, Pennsylvania Vocational Rehabilitation State Plan, and quarterly State Board Reports. Participates and represents OVR in various meetings, including executive meetings, public meetings, events, and various committees related to applicable programs and initiatives. May serve as a presenting panelist and provide updates on program and project management. Responds to inquiries from supervisors, managers, and executive staff, and prepares recommendations on VR issues, agency policies, programming, legislation, and regulations. Provides advice, assistance, guidance, and support to administrators, supervisors, managers, and executive staff on program evaluations; position descriptions and the Americans with Disabilities Act essential job functions; preparations, reallocations and reclassifications of positions, annuitants, temporary working-out-of-class (TWOC) assignments, special pay actions, overtime, filling vacancies, resignations, terminations, promotions; employee interview question development and procedures, and proper assignments to employees; staffing and recruitment actions; placement of staff, and organizational structuring/restructuring. Determines, develops, implements, and provides training for managers, supervisors, universities, etc. on various topics including hiring processes and policies for qualified candidates, Employee Performance Reviews, TWOC, recruitment, career ladders, disability awareness and sensitivity, individuals in crisis, etc. Oversees onboarding for new employees, provides feedback and recommendations to the Section Administrator, Training Section, administrators, and supervisors. Coordinates all hiring steps regarding the NEOGOV process including onboarding and screening and ensures compliance of policies and procedures. Recruitment/Retention: Coordinates and monitors OVR statewide initiatives and programs related to staffing, recruitment, retention, accessibility, diversity, and outreach. Evaluates performance; and oversees the administrative processes needed to support overall organization operations in accordance with Commonwealth policies and procedures, Rehabilitation Services Administration regulations, and the Rehabilitation Act of 1973. Analyzes personnel data and provides summary findings and emerging trends related to recruitment and retention in various meetings such as Executive Director meetings, Meet and Discuss, Pennsylvania Rehabilitation Council (PaRC), State Board, etc. Advises the Section Administrator on matters impacting OVR staffing, recruitment, and diversity and makes recommendations related to matters impacting hiring, separations, recruitment, retention, and diversity, equity, inclusion, and accessibility. Acts as the sole OVR recruiter, collaborates with the Council for Accreditation of Counseling and Related Educational Programs (CACREP) that include Historical Black Colleges and Universities (HBCUs) and Hispanic Serving Institutions (HSIs); and the Academy for Certification of Vision Rehabilitation and Education Professionals (ACVREP) programs within Pennsylvania and nationwide to prepare potential candidates for all job classifications. Serves as the primary point of contact and liaison and coordinator for college and university partners and legal staff in the development, modification, and implementation of necessary affiliation agreements, practicum agreements, internship agreements, and employment documentation for OVR. Provides feedback and recommendations to these entities and internal staff on OVR employment and internships. Represents OVR on advisory boards, including the Council of State Administrators of Vocational Rehabilitation (CSAVR)'s HR Professional Network regarding vocational rehabilitation recruitment and retention. Provides training, feedback and recommendations on HR related functions and VR operations, and prepares candidates for practicum, internship, and employment with OVR. Collaborates on interagency projects and coordinates with the Department of Education to provide information/develop further outreach programs to support regular communication regarding opportunities with OVR. Distributes employment postings to internal staff and external partners to promote recruitment for OVR positions and provides assistance related to the application process and NEOGOV. Works with internal and external staff to update social media and/or the OVR website for recruitment purposes. Responds to inquiries from current/former employees and candidates regarding positions. Performs special projects and other duties as assigned. |
