Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides administrative support for the Bureau of Food & Nutrition staff in the area of administrative pre-reviews for School Nutrition Programs (SNP) and the Child and Adult Care Food Program (CACFP). Communicates with program sponsors (approximately 2,000), program staff, and field services staff to ensure accurate information is received. Provides assistance to sponsors with CN PEARS and NSLP COMPASS issues. Provides support to Bureau staff with various reports.

CN PEARS and SFSP Support
• SFSP New Site Information Report – Processes Site Finder Report, analyzing for changes/discrepancies and sends to appropriate staff for submission.
• Processes year to date meal data reports to post on BFN website monthly.

CN PEARS and NSLP COMPASS Support
• Respond to support calls as received through the CN Support Line.
• Support of CN PEARS User Authorization form processing.
• Process broadcast emails as required.
• Download forms processing back-up.
• CN PEARS message board back-up.
• Annual sponsor clean-up activities.

Claim Validation
• Assist Field Service Regional Supervisors with validating claims for reimbursements for selected Child Nutrition Program sponsors when Field Service Regional Supervisors or Child Nutrition Program managers determine that a claim for reimbursement needs to be investigated.
• Reviews supporting documentation such as enrollment forms, eligibility forms, attendance forms, etc. for accuracy and completeness.
• Compares supporting documentation to meal count source documentation (meal count rosters). Analyzes this information to determine if reported meal counts are valid and in conformance with federal regulations.
• Prepares a summary report for Field Service Regional Supervisor or Child Nutrition Program Manager.

Procedure Guidelines/Changes/Updates
• Regularly (weekly) meets with Compliance Division Chief, Manager of Compliance, and Field Service Regional Supervisors to discuss new or updated USDA guidance or regulations.
• Assesses impact on relative policies and procedures and makes suggestions that will establish processes that are in compliance with federal regulations or guidance.
• Routinely assesses processes for efficiency. Makes recommendations to streamline processes by eliminating duplicative tasks or identifying technology solutions.
• Reviews and updates tools, workbooks, and other forms of written communication on an annual basis (at minimum) or more frequently as necessitated as USDA releases revisions and updated guidance to the Administrative Reviews.

Administrative Reviews/Follow-up and Additional Reviews/Independent Review of Applications/Technical Assistance Reviews
• Communicates with SNP and CACFP sponsors regarding required documentation and timely submissions pertaining to the pre-review that leads to the on-site review by a Food & Nutrition Services Adviser.
• Provides technical assistance regarding navigation of forms and completion of fields in the review packets and corrective action forms. Directs complex content related inquiries to appropriate program and field staff.
• Reviews forms submitted by sponsors who are in the pre-review stage of the administrative review for completeness.
• Develops and disseminates correspondence to sponsors at various stages leading up to the on-site portion of the administrative review process.
• Assigns and tracks due dates for each sponsor, via CN PEARS, throughout the pre-review process to ensure established deadlines are met.
• Communicates with program and field staff when forms are not completed/submitted and/or established due dates are not met. Follows through with appropriate action to sponsor.
• Maintains documentation in CN PEARS of all correspondence and communications.
• Creates and maintains monthly timelines for CACFP and SNP.

• Monthly meal comparison report
• Monthly meal and money report
• Monthly Deployment log report
• 5-year comparison reports for SNP, CACFP, and SFSP
• Weekly Direct Certification Comparison report
• CNP Map Report (back-up)
• Other routine report requests as received

Performs other related duties as assigned.

Analyzes and reviews information submitted by Field Advisers and sponsors based on administrative reviews conducted. Advises sponsors of required corrections and/or missing information needed to process the review. Compiles and verifies information submitted to the Division Chief and other business offices. Develops written correspondence and reports.

Works independently with guidance from Compliance Division Chief and direct supervisor.
