Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position performs technical work interpreting Pennsylvania tax laws and applying that understanding to individual taxes to protect the department. This position also reviews and makes corrections to Board of Appeals and Chief Counsel decisions as well as collection and delinquent individual taxes.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs a comprehensive review of the individual tax accounts for adherence to Pennsylvania Tax laws, regulations, policies, and procedures.

Reviews, calculates, and subsequently adjusts accounts based on closed decision and orders received from the Board of Appeals and the Board of Finance and Revenue. Calculates Commonwealth Court and Pennsylvania Supreme Court accounts per stipulations received from the courts. Makes appropriate adjustments when final decisions are completed and filed with the Bureau.

Communicates verbally and in writing with internal and external stakeholders.

Completes corrections of any individual taxes while protecting and informing the taxpayer of their right to appeal the Bureau's decision.

Reviews tax write-off and compromise requests and waivers of filing requirements submitted to determine validity of recommendation and adjust accordingly.

Requests filing of liens are required to protect commonwealth’s interest.

Determine individual tax liabilities and compute penalty and interest as necessary.

Receives checks returned to the Department for nonsufficient funds, closed accounts, stop
payments, etc. Invalidates the check payments and assesses Return Check Fee additions through on-line transactions.

Explains estimated underpayment penalty assessment notice and Department calculations to taxpayers and or their representatives.

Initiates and prepares estimated tax payment refunds and manual interest refunds per written request from taxpayers and their representatives.

Prepares 15% Amnesty nonparticipation Penalty adjustment requests.

Prepares and submits production reports for work completed that cannot be logged by computer system.

Demonstrates a commitment to the service-oriented culture of the Department.

Be mindful of internal controls and risk management when changes are made to a process.

Treats others equitably and adheres to diversity and inclusion program requirements in the workplace.

Performs other duties as required.

Determines if tax returns were correctly filed and processed by department staff.

Determines if appropriate documentation was received for an adjustment, write-off, or compromise request.

Determines the appropriate adjustment required for decision and orders.
