Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Coordinates employee relations activities in an assigned geographical and/or organizational portion of the Department.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Coordinates disciplinary actions in assigned organizations; advises managers and supervisors on disciplinary procedures, principles and standards; conducts pre-disciplinary conferences; recommends appropriate action; and prepares disciplinary letters as needed.

Provides guidance to Department managers and supervisors in the implementation and administration of collective bargaining agreements by responding to specific questions and addressing issues dealing with contract interpretation.

Participates in the administration of the Accelerated Grievance Procedure (AGP) by investigating employee grievances and preparing detailed analyses. This includes investigating the circumstances/issues related to the grievance by interviewing witnesses and gathering documents.

Conducts Step 1 meetings and prepares written responses to grievances. This also includes negotiating an appropriate settlement with the union, if necessary.

Coordinates grievance activities in assigned organizations; assists District staff in the investigation of grievances; reviews and analyzes District grievances to present a review of the grievances to the OA BLR in preparation for Step 2 meetings; and assists District staff in the development of argument and preparation of case-in-chief for Step 2 and 3 meetings.

Attends Step 2 (Joint Area Committee) and Step 3 (Joint State Committee) and participates both as an advocate and as a panel member.

Assists in coordinating case preparation for grievances scheduled to be heard at arbitration. The opportunity to volunteer to serve as an advocate and present an arbitration may exist (this is not a required duty of this position).

Investigates and prepares written responses to Human Relations Commission and Equal Employment Opportunity Commission complaints.

Assists Department attorneys in the preparation of disciplinary cases appealed to the State Civil Service Commission. Also, participates in the preparation of interrogatories, assists legal staff in gathering and reviewing information for lawsuits, and provides testimony as needed.

Reviews and approves or disapproves requests for supplementary employment, and gathers data on and processes requests requiring additional levels of review. Performs similar duties associated with dual employment requests and financial disclosure appeals.

Handles arrest cases to comply with the Code of Conduct by collecting information from law enforcement and judicial agencies, reporting status to the Office of Administration, and taking disciplinary action as required or advising Districts of appropriate disciplinary action.

Conducts training on labor relations topics for Department managers, supervisors, and employees. Reviews and provides revisions for existing labor relations training and develops new labor relations training.

Reviews and revises existing Department policies and/or agreements with the union and develops new Department policies and/or agreements with the union. Provides policy and agreement interpretation to Department staff.

Represents the Department at local and statewide labor-management meetings.

Assists in representing the Department during labor negotiations; reviews union demands with Department managers to determine their effect on programs and policies; provides recommendations for the development of Department counter proposals and positions; and attends negotiating sessions.

Immediately report to your supervisor any incident, unsafe practice, or near miss.

When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Perform other related duties as required.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

This position routinely makes independent decisions concerning the application of employee discipline at a Level 1 ADLS/1-day suspension, first-step grievance resolution, and performance management. This position also independently prepares presentations for advocacy of AGP and UC cases. Any recommended disciplinary actions above a Level 1 ADLS/1-day suspension or higher must come to the supervisor for review. Written responses to discrimination claims (i.e., PHRC, EEOC, USERRA) must be vetted through the supervisory chain and Office of Chief Counsel prior to submission to the requesting agency.
