Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Perform geologic duties and offer technical support for the Subsurface Permitting Section of the District Oil & Gas Program in the NW Region of the DEP, reviewing drilling permit applications and coal pillar permit applications for adherence to Oil and Gas law and regulations and to meet the timeliness goals of the Oil and Gas Management Program. If this position is filled as a Geologic Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Geoscientist. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Perform the duties listed below under the responsible charge of a Professional Geologist who takes legal responsibility for the work products. Conduct coal/noncoal determinations using information from various geological sources as well as underground mining factors to determine whether coal is present and whether coal is considered to be workable by underground methods. Use geologic structure and isopach maps to determine depth to top of the Onondaga Formation, which dictates applicability of the Oil & Gas Conservation Law (Act 359). Review and analyze spacing and/or integration applications and supporting documentation. Conduct spacing studies to determine reservoir limits by evaluating permeability, porosity, production history and reservoir drainage patterns on spacing order requests and prepare draft spacing orders. Prepare findings of geological fact and recommend course of action as a result of hearings conducted under the Oil and Gas Conservation Law. Review and recommend final action on well permit applications, and coal pillar permit applications in accordance with the Oil and Gas Act (Act 13) and the Coal and Gas Resource Coordination Act (Act 214) and analyze and recommend action on requests for permit variances and exceptions. Respond appropriately to objections received from outside interested parties. Schedule and conduct conferences as needed. Take notes and prepare the official minutes from conferences and present them to management for approval. Address issues related to PNDI impacts. Advise companies receiving PNDI "hits" as to what they must do to obtain a clearance letter. Draft deficiency letters with regulatory citations. Initiate corrective compliance actions as necessary; coordinate these efforts through the Monitoring and Compliance Section. Provide technical assistance with the Oil and Gas Act, the Coal and Gas Resource Coordination Act, and the Oil and Gas Conservation Law to Bureau colleagues, other state agencies, local governments, individuals, special interest groups, the oil and gas industry, and the coal mining industry. Review and recommend modifications to Oil and Gas policies, procedures and forms to achieve Departmental goals and statutory requirements. Utilize ePermitting and ArcGIS for conventional and unconventional permit application reviews. Enter permit review information into the Department's eFACTS computer database. Submit necessary electronic administrative reports and forms such as SAP system and CATS work record and absence requests. Maintain in safe and proper working condition all equipment which is provided to assist in work assignments. Identify issues encountered and recommend solutions to the Professional Geologist Manager. Attend required staff meetings; maintain prescribed working hours. Meet PAyback guidelines for all permit application reviews. Promote the Department's mission. Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP's electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Perform related work as required and follow standard operating procedures.
