Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Conduct fair, equitable, and efficient audits in the [sales and use tax, liquid fuels tax, gaming, or corporate tax] audit program(s) to determine taxpayer compliance with applicable laws and regulations. Work at field audit sites, as needed to facilitate audit efficiency. Prepare for audit examinations by performing preliminary planning and reviewing taxpayer reporting and audit history as well as any special instructions included with each assignment. Contact taxpayers or their authorized representatives to schedule audits or resolve questions in the most efficient communication method available. Conduct pre and post audit conferences with taxpayer’s representatives to explain audit procedures and findings and supporting laws/regulations and policies. Visually inspect taxpayers' facilities to ascertain business activities and limit of operations. Identify records required and design appropriate audit procedures in accordance with applicable tax manuals. Analyze pertinent books and financial records to determine correct tax liabilities or verify the accurate remittance of tax. Write narratives to document audit finding and explain/support audit procedures utilized and legal basis of assessments. Prepare and assemble schedules, work papers, audit forms and written narratives into audit reports that are completed in accordance with applicable tax manuals and forwarded to the supervisor/lead auditor for review. Respond to questions and educates taxpayers by suggesting changes in accounting procedures to correctly report future tax liabilities. Inform taxpayers or authorized representatives of appeal rights, timeframes, and procedures. Lead the work of a group of auditors of equal or lesser grades in the conduct of audits that require a team approach by assigning tasks and coordinating group efforts in the preparation of completed audit reports. Interpret laws, court decisions and other legal provisions applicable to the audit. Review audit reports prepared by team members to ensure the audit was conducted in accordance with rules and regulations. Provide on-the-job training to auditors of equal or lesser grades in the process, methods, and techniques entailed in specific tax audits where the other auditors lack technical expertise. Attend formal/informal training sessions to keep informed of changes to tax laws, regulations and departmental policies and procedures. Develop and present formal programs to update and educate taxpayers, tax practitioners, and accounting professionals about changes in tax laws, regulations, rulings, and audit procedures. Complete and file various administrative reports in accordance with Commonwealth, Departmental, and Bureau policies. Demonstrate a commitment to the service-oriented culture of the Department. Apply Lean thinking in day-to-day tasks. Be mindful of internal controls and risk management when changes are made to a process. Promote diversity, equity, and inclusion in the workplace. Perform related work as required. |
