Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Develops and implements Department policy for highway-rail crossing consistent with federal and state laws and regulations to ensure compliance with the laws and regulations. Provides liaison between PENNDOT and the Public Utility Commission (PUC) for activities related to the process of receiving a PUC Order or Secretarial Letter for a highway-rail crossing.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Prepares and submits Department applications to the Public Utility Commission (PUC) for alterations to public highway-rail crossings.

Attends the Diagnostic Team field conferences (PUC Field Conferences) as the Department's Bureau of Design and Delivery representative to determine the required improvement.

Reviews preliminary and final design construction plans, and ECMS construction contracts for Railroad Highway projects to determine compliance with Federal and State design criteria and regulations. Makes recommendations based upon this review.

Assists the Office of Chief Counsel in preparation of petitions to be filed with the PUC, preparation of testimony, briefs, and agreements to the PUC.

Provides guidance, technical assistance, and training to the District Grade Crossing Engineer/Administrator (DGCE/A) for:

1. Uniform statewide policy to address hazard elimination activities at highway-rail crossings in accordance with Federal and State policies and procedures.

2. Accurate crossing inventory data and updates in GCEDMS (Grade Crossing Electronic Documentation Management System) and provide quarterly inventory updates to the FRA (Federal Railroad Administration) through GCEDMS.

3. Use of GCEDMS for the daily project management and documentation storage of highway-rail projects.

4. Review of highway-rail project data and documentation maintained and stored in GCEDMS (ex. PUC applications, reimbursement agreements, compliance checklists, closeouts, etc.).

5. Compliance with latest edition of Department's Publication 371 "Grade Crossing Manual" and 23 CFR.

Assist with the development, updating, and/or maintenance of an electronic grade crossing system.

In cooperation with the Department's Program Center and FHWA, develop and manage the Department's Section 130 Highway-Rail safety program.

Perform District QC/QA reviews of highway-rail projects in accordance with standard operating procedures and insurance proper documentation in GCEDMS.

Prepare and submit the Annual Section 130 report to the Federal Highway Administration (FHWA Investigates programs arising during the course of and/or as a result of construction and maintenance of highway-rail crossings and makes recommendations to address the problems.

Log, review, distribute and monitor PUC Applications filed by other parties.

Perform other related duties as required and assigned.

Succession Planning
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy
As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA)

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.
