Position Purpose:

The primary responsibilities of this position include performing as the lead staff person in Division's efforts to implement and evaluate the Hazardous Waste Cleanup (Corrective Action) Work Share and Financial Assurance aspects of Pennsylvania's hazardous waste program. Provides technical assistance to waste management regional and central office staff and regulated entities to ensure these programs are implemented efficiently, effectively and consistently throughout the Commonwealth. Maintains liaison with other Department bureaus and offices, states, and the federal government in the hazardous waste cleanup and financial assurance programs.

Description of Duties:

Hazardous Waste (RCRA) Cleanup (Corrective Action) Work Share

Coordinates and evaluates the statewide hazardous waste cleanup work share program.

Responsibilities include:

- Coordinates the regional corrective action Environmental Indicator Program and related work activities.

- Serves as Project Manager/Project Officer for work activities relating to hazardous waste cleanup work share. Prepares contract scopes of work and procures contractor to complete scope of work through DEP's Contracts, Procurement and Bonding Division.

- Coordinates and approves all contractor assisted work activities associated with the RCRA hazardous waste cleanup work share program to ensure activities meet the Government Performance and Results Act goals established by EPA.

- Reviews and approves associated contractor-assisted work for completeness and recommends payment.

- Prepares mid-year and end-of-year progress reports for EPA regarding hazardous waste cleanup work share activities within the state.

- Serves as the Bureau and Division liaison among EPA, other agencies, and Department regional staff regarding the hazardous waste corrective action work share program.

Financial Assurance

Responsible for the coordination and enforcement of the Statewide Financial Assurance Program for RCRA permitted facilities. Responsibilities include:

- Prepares annual financial assurance notices to RCRA permitted facilities.

- Reviews and approves financial assurance filings and submits to appropriate bonding personnel for transmittal to the Office of Attorney General for final approval.

- Assists the public and Regional Staff on issues relating to financial assurance requirements including bonding and insurance.

- Evaluates, recommends and coordinates necessary revisions to financial assurance bond forms.

- Prepares mid-year and end-of-year progress reports for EPA regarding financial assurance obligations within the state.


General Hazardous Waste Program Support

Provides hazardous waste program technical support. Responsibilities include:

- Assists the Section Chief in coordinating and evaluating the hazardous waste facility permit program to ensure that the goals and objectives of the US EPA RCRA hazardous waste program grant are achieved.

- Coordinates and conducts training sessions or conferences to provide Regional Office Staff, regulated stakeholders, or special interest groups with information regarding hazardous waste regulations, regulatory updates or program initiatives.

- Participates in the review, evaluation and drafting of hazardous waste regulations, guidance documents, fact sheets and policy/procedure documents.

- Reviews and prepares comments on proposed legislation, proposed regulations or other documents relative to Pennsylvania's hazardous waste program.

- Monitors planned and proposed changes to the Federal hazardous waste program, which may affect Pennsylvania's hazardous waste program. Reports findings to the Section Chief and recommends a course of action.

Hazardous Waste Siting Team

In the event it is necessary to establish a Hazardous Waste Siting Team, assists the Section Chief with Siting Team activities. Responsibilities include:

- Development and revision of policy and procedural guidance documents as they relate to the siting of commercial hazardous waste facilities in Pennsylvania.

- Coordinates meetings with interested parties applying for a permit for a commercial hazardous waste facility

- Coordinates Siting Team activities to ensure compliance with mandatory timeframes for completion of associated work activities.

- Participates in associated public information meetings and public hearings.

- Prepares written correspondence for the Siting Team leader's signature.

Other responsibilities

- Promotes the Department's mission.

- Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
