Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The position answers all UCBR main telephone line calls; processing correspondence requests for appeals at the Board level; processing reconsideration requests, appeals returned from the Commonwealth Court, draft decisions from UC Board of Review Legal (legal) to be assigned to the Board Members, and draft decisions returned by the Board members needing processed to the next step. This includes draft decisions being sent back to legal if necessary for revision, sent to the decision processing unit for issuance or placed on the Board’s meeting schedule for discussion. Serves as the receptionist for the UC Board of Review, central office, and greets visitors. Reviews case files to insure that all appropriate evidentiary, procedural exhibits and transcripts are in place. Reviews draft Board decisions and makes recommendations for corrections in the event of errors in legal conclusions or orders. Responds to correspondence requests for transcripts, exhibits, briefs and oral arguments by using electronic and typed correspondence customized to each specific request and provides documents and reply letters to parties requesting information via encrypted email or other electronic communication or USPS mail. For most such requests, independently determines what is being requested and whether the requestor is entitled to the information. If requestor is entitled to documents, employee obtains documents and sends to requestor along with a cover letter. Routes incoming correspondence to appropriate staff based upon the nature of action required and notates records and provides guidance for disposition of correspondence. Creates case notes for the board appeal records to log and record decisions and actions in response to the request. Receives telephone inquiries from claimants, employers, attorneys, other state agencies, legislative offices, etc. Independently determines if caller is entitled to the information being requested, uses UCBR computer systems to research case status and provides information to the parties as appropriate. Updates UCBR systems to reflect these contacts via case notes. Checks voice mail messages from the main UCBR phone line and returns calls promptly. Assists in processing requests for reconsideration of Board decisions. Consults with supervisor, UCBR administrator and legal staff as necessary. Reviews the request for timeliness, uploads the request into the UCBR computer system and creates a work item for legal staff to review the request and respond. Reviews briefs for further requests and uploads briefs into the corresponding appeal case file for attorney review. Assists in training new employees and cross training clerical staff from other units and provides direction and guidance regarding procedures in Board draft decision processing as needed. Provides suggestions for process improvements. Maintains file area for cases in transit to and from Board Members for older paper files that are still pending. Is responsible for notation, uploading and processing of all correspondence on newer electronic Board appeals. Assigns appeals to Board members for review and vote. After receiving a work item from legal advising appeal is ready to be assigned, this employee reviews the draft board decision, ensures transcript is available for review, and assures the electronic case file is properly organized. Creates an electronic work item for each Board member to review and vote on the draft decision. Once voting is complete, may need to route case files to appropriate area for issuance of decision or back to legal for corrections as needed. Assists the unit’s Clerical Supervisor 2 in the preparation for Board meetings, or independently prepares for the Board meeting when needed. This includes preparing an agenda for the meeting, and circulating the draft Board decision, the referee decision and the record of Board member votes and comments, and the transcript of testimony when needed, to each Board member by mail or electronically prior to the Board meeting. Assists the Clerical Supervisor 2 by corresponding with Board members and responding to questions when the Clerical Supervisor is unavailable or when otherwise needed. Prepares email responses, letters, and memoranda in response to inquiries; answers phones; accurately reviews and assembles documents and data in paper and electronic case files; inputs appropriate data via case notes to UCBR computer system; and processes incoming and outgoing mail. Performs other related clerical duties as required and assists other staff within the central office. May be cross trained to assist with job duties in other units as needed. |

Supervisor provides guidance in response to questions or problems referred by employee and reviews work by observation. |
