Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This is professional civil engineering work. Employees in this class are responsible for the creation and completion of permits for mine reclamation projects. This includes Chapter 102, 105, and 106 permits along with any federal and other environmental permits. Coordination with project designers is necessary to develop the permits. Employee works with considerable independence in developing the permits but must adhere to project priorities and scheduled deadlines. Work normally requires contact with other public agencies, consultants, or contractors to obtain compliance with Commonwealth standards and needs. Supervision and technical guidance are received from the manager who assigns the work in the project form and reviews completed work for engineering soundness, meeting of project goals, and cost effectiveness. Projects will involve reclamation of strip mines and culm banks, subsidence control of underground mine workings, extinguishing of mine fires, drilling, treatment of acid mine discharges, sealing of abandoned mine openings, etc. under the guidance of a project supervisor and manager. It will be necessary to physically inspect the project site to determine the project’s scope and to predict the environmental impacts during construction and of reclaimed conditions. Coordinates and cooperates with permit reviewers during the submission process. Works with the Construction Unit, during the construction of projects, to ensure the work is being performed as per the permits. Performs and checks mathematical calculations for hydrologic and hydraulic designs, watersheds analysis, stream designs, wetland designs, quantity computations, cut and fill quantities, and design geometrics utilizing engineering knowledge. Coordinates design of necessary drainage and roadway facilities with other agencies such as PennDot and local municipalities to prevent hazardous conditions for human safety and damage to downstream properties. Works as a Project Manager of consultant design projects including assisting in preparing bid documents, the selection process, and the oversight of contractual dealing with consultants. Provides comments on permitting issues with consultant design projects. Participates in the AML Grant Program, AMLER Program and other grant programs and potentially act as the Project Advisor for these projects. Provides comments on permitting issues with grant projects. Work may also include the design, or review of designs, of complete mining engineering projects. Work involves designing or reviewing the design for such projects as a complete mine reclamation project. Work normally requires contact with other public agencies, consultants, or contractors to obtain compliance with Commonwealth standards and needs. Occasional review of work performed by non-Senior Civil Engineer may occur. Provides answers to questions or knowledge to non-Senior Civil Engineers in the design and review of projects that are complex. Prepares project construction plans, engineering estimates, and specifications using mining and civil engineering principles. Researches and designs innovative methods of creating ecological systems on reclaimed sites, as in wetlands construction, tree plantings, stream restoration, etc. Conducts field measurements, surveys, and data collection to prepare documents for proposed and completed projects. Designs passive treatment systems to control acid/alkaline mine drainage pollution utilizing innovative methods. Designs stream rehabilitation projects on mine lands to create natural stream channels, riparian zones and flood plains in order to help return wildlife and aquatic life to the reclaimed land. Designs emergency projects, including those considered complex, in an expedited timeline including overseeing the bidding process. Coordinates the process of securing consent for right of entry from property owners by preparing maps and job descriptions, directing research, and contacting property owners. Coordinates all design related functions by providing technical assistance to the drafting staff and surveying crews. Finalizes designs for submission by reviewing for completeness and accuracy. Makes entries into the eFacts system for assigned design projects, updating as necessary, until the design has been completed. Conducts pre-bid inspections to determine if site conditions have changed appreciatively and if so, prepares an addendum to the contract to address the changes. Attends pre-job conferences to answer any questions related to the design prior to the start of construction. Attends project final inspection meetings to check completed work for compliance with design drawings and specifications and to receive input from construction staff on which aspects of the design worked, which didn't, and suggested changes for future projects. Attends various seminars and visits active construction sites to learn about new construction techniques and materials, methods of AML reclamation, computer software programs, and program policy changes within our Bureau and other Commonwealth agencies, federal agencies, county offices, and local municipalities. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Engineering work performed will be reviewed by a professional engineer in accordance with Act 367, Engineer, Land Surveyor and Geologist Registration Law. The Design Unit Manager assigns specific projects to be designed by the employee. The employee decides which methods to use to eliminate the abandoned mine land features associated with the particular site and develops Drawings and Specifications to accomplish the reclamation. Through the use of hydrology and hydraulic studies the employee also decides how to control erosion & sedimentation during the construction phase and how to control storm water runoff once the project is completed. Reviews and assists non-Senior Civil Engineers with complex portions of project design. The Unit Manager provides supervision and technical guidance as needed. |
