Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position functions as a Water Program Specialist in the Bureau of Waterways Engineering and Wetlands, Division of Wetlands, Encroachments and Training. The employee in this position reports to the Environmental Group Manager of the Permitting, Mitigation Services, and Training Section in the Division of Wetlands, Encroachments, and Training. The employee in this position analyzes, manages, directs and coordinates the planning, development, implementation and evaluation of the environmental programs required by the Dam Safety and Encroachments Act, Clean Streams Law and the Department's Chapter 105 Dam Safety and Waterway Management regulations. This position applies comprehensive understanding of the Commonwealth’s environmental protection programs to resolve complex and interrelated environmental problems on statewide, watershed or local basis and has lead responsibilities in the analyses, coordination and development of programs, policies, procedures, training, manuals and guidance documents. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Establishes and maintains positive working relationships statewide between county conservation districts and DEP regional offices. Assists in problem solving when disputes arise regarding program implementation and support. Develops and communicates program guidance statewide to the Department's regional office personnel, other DEP programs staff, conservation district staff, cooperating agencies, landowners and the general public regarding technical details, permitting, and policies related to wetland and waterway restoration under the in-lie-fee and mitigation banking programs. Coordinates, develops and promotes the wetland and waterway policies, guidance and Standard Operating Procedures for the DEP Regional, Mining and Oil & Gas offices and county conservation districts. Advises DEP regional offices and conservation district staff in the application of state and federal wetland protection, wetland and waterway restoration and regulations, policy, procedures and guidelines. Coordinates, analyzes and directs the development of program manuals (such as Standard Operating Procedures), guidance documents, permit forms and applications. Serve as subject matter expert witness in Department legal proceedings. Manages, coordinates and prepares technical aspects of contracts, grants, and interagency agreements related to Waterways and Wetlands Protection. Perform special assignments, as appropriate, to carry out the Division’s programs as directed and in consultation with the Section Chief. Plans, evaluates, schedules, conducts, coordinates and manages wetland and waterway restoration projects statewide through field investigations and ecological assessments of site conditions. Interprets regulations, policies, guidance, and procedures for statewide wetland, waterway, and other related programs. Performs administrative oversight for the Pennsylvania’s statewide in-lieu-fee program, including but not limited to developing wetland and waterway restoration plans, implementing design plans through construction supervision, and monitor restoration projects statewide funded by Pennsylvania’s In-Lieu Fee program. Assists with Pennsylvania’s statewide in-lieu fee program, including but not limited to evaluating or developing wetland and waterway restoration plans, developing project agreements, implementing design plans through construction supervision, and monitoring restoration projects statewide that are funded by Pennsylvania’s In Lieu Fee program. Conduct field investigations review and evaluate third party design plans and evaluate site investigation reports. Maintain project data, preparing annual report, review remediation plans, managing incoming and outgoing bills and contracts, preparing and delivering formal presentations. Provides independent judgment and problem solving decision making on program issues that may affect Department regional office personnel, conservation district staff, cooperating agencies, landowners and the general public statewide. Develops regulations, policies, procedures, educational materials, fact sheets and other information regarding the implementation and support of statewide wetland and waterway initiatives and other related programs. Participates in the explanation and defense of wetland regulatory proposals, including fee packages. Maintains familiarity with DEP Regulations (Title 25 – Chapters 93, 102, 105 and 106) concerning water quality, erosion and sediment, floodplains, wetlands and encroachments and with the Federal Section 404 and 401 Rules and Regulations of the Clean Water Act and other Federal guidelines. Develops guidance for the monitoring of wetland and waterway restoration and mitigation projects for permitted compensatory mitigation sites statewide. Provides the Department’s Regional Office, Waterways and Wetlands Section biologists with guidance and direction on Department policies and procedures on Division programs, and evaluates the effectiveness and consistency in implementation and that technical requirements are met on a statewide basis. Provides technical expertise and direction in relation to wetland and waterway mitigation and restoration statewide issues. Complies, analyzes, and presents technical data and recommendation for the planning, implementation and evaluation of the statewide wetland and waterway program, including revisions to regulations, fees and other program areas. Analyzes proposed legislation for possible impacts on the wetlands and waterways programs that may adversely affect program implementation. Coordinates the Department’s statewide wetlands and waterways protection and restoration efforts with local and regional officials, and members of state and federal agencies. These agencies can include but are not limited to: county conservation districts, PA Department of Conservation and Natural Resources, PA Department of Transportation, PA Historic and Museum Commission, PA Fish and Boat Commission, PA Game Commission, U.S. Fish and Wildlife Service, Environmental Protection Agency, U.S. Army Corps of Engineers, Natural Resource Conservation Service, U.S. Forest Service, and other PA Department of Environmental Protection central and regional office programs. Provides landowners, land developers, contractors, consulting engineers, planners, municipal officials, civic groups, and others with technical assistance and information regarding wetland protection, stream restoration and watershed management. Develops statewide policies, procedures, and guidance regarding Pennsylvania Natural Diversity Inventory, the Pennsylvania Natural Heritage Program, the Pennsylvania Historical Museum Commission, and other state requirements for effective ecological resource conservation and natural resource management, including the permitting and compliance components of the Chapter 105 Water Obstruction and Encroachment program. Develops statewide policies, procedures, and guidance regarding aquatic resource mitigation banking requirements for effective ecological resource conservation, restoration and natural resource management, including design criteria, permitting, success criteria and compliance components which may include coordination with the mitigation banking Interagency Review Team (IRT). Represents the Department and participates in the monthly Interagency Review Team (IRT) statewide meetings with members of other state and federal agencies. Act as the Department’s back-up Co-Chair to the IRT when necessary. Coordinates with the ACOE for the monthly IRT statewide meetings with members of other state and federal agencies. These agencies can include but are not limited to: county conservation districts, PA Department of Conservation and Natural Resources, PA Historic and Museum Commission, PA Fish and Boat Commission, PA Game Commission, U.S. Fish and Wildlife Service, Environmental Protection Agency, U.S. Army Corps of Engineers, Natural Resource Conservation Service, and other PA Department of Environmental Protection central and regional office programs. Directly responds to and prepares letters, memorandums, reports and correspondence to exchange information and answer inquiries regarding Division programs, especially those regarding wetland restoration, wetland protection and wetland policy issues, with state and federal government officials as well as the general public. Represents the Department and participates at regional, statewide, and national meetings and conferences regarding Division programs, especially those regarding wetland assessment, protection, restoration and policy. Conducts and evaluates research relating to aquatic resource management, environmental impact and pollution prevention techniques regarding wetland protection, wetland restoration, stream restoration and other water quality issues. Evaluates the need, then develops, coordinates and presents administrative and technical program training for conservation district, Department staff and the regulated community statewide.
