Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position reports to the Integrated Financial Service Manager in the General Accounting Division. The incumbent directs and manages the staff and operations of Human Services unit within the General Accounting Division of the Bureau of Accounting and Financial Management. This individual must have an in-depth knowledge of professional accounting principles, techniques, and effective managerial practices in planning and directing the operations of the General Accounting unit in the most efficient and effective manner possible. This individual also demonstrates a thorough understanding of generally accepted accounting and reporting principles, state and federal laws, rules, regulations, policies, and procedures impacting the functions of the Bureau and routinely interfaces with the various local, state and federal entities involved in the work of the unit. Emphasis is placed on ensuring that the General Accounting unit meets specific quality and timeliness standards in performance of duties and provisions of services and that goals and objectives are met. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Administration and Planning Develops and approves goals and objectives for Gen. Accounting unit. Formulates & tracks performance measures for the General Accounting unit and implements annual and long-term plans commensurate with the performance measures established by the Office of the Budget. Implements planning and budgeting for the General Accounting unit. Evaluates staff performance, prepares evaluation reports, giving staff a constructive evaluation of their work performance. Provides direction to direct reports in the management and supervision of lower level employees. Supports staff career development programs in accordance with Commonwealth personnel management policies. Ensure that all policies, activities & the deployment of resources with the General Accounting unit are consistent with the mission of the Bureau of Accounting. Prepare correspondence and reports. Complete, accurate, and programmatic presentation of material must be considered. Regulatory Compliance Develops or assists in development of Commonwealth Accounting Policy in accordance with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) pronouncements. Assists the Integrated Financial Service Manager in implementing new procedures and revisions to Accounting policy. Researches, drafts and maintains accounting and procedural manuals. On direction from the Integrated Financial Service Manager, ensures fiscal and budgetary rules and regulations, directives, that impact the Accounting unit are consistently applied to the procedures developed for the General Accounting unit. Operations Management Oversees the direction and supervision of the General Accounting unit functions for Accounting and Budgetary Control and Revenue. Uses and directs the use of knowledge of the Commonwealth accounting system, accounting principles, budgetary guidelines, spreadsheets, databases, federal systems and other financial accounting software to analyze a variety of accounting issues, financial statements, and reports, and to support and prepare financial reports, budget reports, projections, or cash flow statements including the ACFR (Annual Comprehensive Financial Report). Performs other duties as required to ensure the efficient operation of the General Accounting unit. Reviews, evaluates & implements manual procedures and automated applications to improve operations. Agency Support In collaboration with the Integrated Financial Service Manager, informs agency head on the implementation of new laws, regulations, and GASB pronouncements, as well as Commonwealth Accounting regulations consistent with section 1501 of the Fiscal Code. As necessary, works with agency program managers and OB staff in directing the apportionment of payment to political subdivisions, and expedited or advance payments, as required. In collaboration with the Integrated Financial Service Manager, works with key stakeholders for developing policies and procedures, resolving issues, implementing policy, process, and procedural changes, complying with fiscal year-end and other reporting requirements and deadlines, and correcting operational deficiencies. Participates in meetings and conferences with Agency management and program personnel, on an extensive basis, relative to General Accounting issues and problems. Prepares or directs the preparation of extensive written communications or oral communications to Agencies management and contractors relative to General Accounting issues. Continuous Improvement Communicates recommendations for process improvement to the Integrated Financial Service Manager. Meets with the Integrated Financial Service Manager and staff to define financial issues to recommend policy and procedures with respect to the budget, administrative and human resource systems and other matters. Serves on committees and provides guidance through support and an in-depth analysis to monitor and develop programs involving General Accounting unit activities. Oversees and directs staff in the participation and completion of all special projects assigned. These projects could be the result of a pending investigation, litigation or Bureau of Quality Assurance inquiry and must be completed with accuracy in a short period of time. Evaluates operations to recognize cost savings. Note: This position has Mission Essential Functions detailed in OB's COOP Plan. |

Matters that cannot be resolved by the manager are referred to the Integrated Financial Service Manager for resolution. |
