Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional managerial position charged with directing the activities of the Bureau of Forestry in the Department of Conservation and Natural Resources. The Bureau of Forestry is responsible for the planning, development, implementation, coordination and evaluation of statewide forestry programs. This includes the management of a 2.2 million acre State Forest system and statewide programs in fire protection, forest pest management, and forestry advisory services to other government agencies and private organizations and individuals. It also includes the conservation of the Commonwealth's native wild plants. This position also involves the implementation of federal-related forestry programs in cooperation with federal agencies such as USDA-Forest Service, USDA-NRCS, EPA, etc. Work is assigned by the Deputy Secretary for Parks and Forestry. Generally this is established by setting yearly goals and objectives and by assignment given in written and verbal communication. Review by the Deputy Secretary is though periodic verbal and written reports and periodic meetings. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position directs the activities of a large professional, technical, administrative, clerical, and maintenance staff engaged in a variety of duties involving the management of the State Forests and other state forestry programs and native wild plants. Work is assigned based on specialties and area of expertise and responsibility. Work is assigned in the form of oral assignments, written objectives for each program area. The work is reviewed by regular verbal contact, staff meetings, and written reports. Participates in federal/state cooperator programs by taking part in the National Association of State Foresters (NASF) and Northeast Midwest Association of State Forester (NMASF) meetings and work groups. Directs, through subordinate managers, the planning, development, implementation, coordination, and evaluation of the statewide forestry and native wild plant programs. Directs the development of statewide rules, regulations, policies, procedures, and standards involving state forestry program. Plans and organizes work, assigns work, determines work priorities, sets goals, and reviews work performance. Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness. Provides advice to staff on unusual or difficult technical and managerial problems. Develops and prepares budget and rebudget requests. Reviews and approves licenses, rights-of-way, easements, timber sales, oil and gas leases, and other agreements relating to state forest management. Meets with local, state, and federal officials, special interest groups, advisory committees, and the public to resolve sensitive or controversial forest management issues. Develops and delivers speeches and presentations to special interest groups, legislators, media and the public on Bureau programs. Reviews proposed legislation for possible impacts on the forestry program and recommends whether the Department should support or oppose the legislation. Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates. Provides advice and information to district program staff, other government agencies, industry representatives, and the public regarding Departmental functions, programs, rules, regulations, policies and procedures. Represents the Bureau in dealings with federal officials and other Commonwealth agencies. Performs related work as required. |
